About RBF Heath
Cordaid has long been a pioneer in the implementation of Results Based Financing (RBF) in the health sector`with its first implementation in Rwanda in 2001, after which it has been successfully applied in more than 15 countries, most of them in Sub-Saharan Africa including and Zimbabwe. In Uganda, Cordaid initiated and financed an RBF pilot in Kamuli District in 2009 in collaboration with the Health Office of the Catholic Diocese of Jinja and the Kamuli district Health Department/ Office.
In Partnership with the consortium of Amref Health Africa with support from the Royal Netherlands Embassy in Uganda, Cordaid is contributing to the implementation of an Integrated Sexual Reproductive Health Program in High Burden Districts of Uganda also known as HEROES Programme Program (2020-2026). The program aims to improve the wellbeing of young people (age 10-24) and women (age15-49) including underserved groups, in the districts of East Centeral: Bugiri, Mayuge, Iganga & Namayingo; and the East: Mbale, Budaka, Bukwo and Kween, and Kalanga, through addressing the disproportionate burden of SRHR violations and SGBV among young people and women.

Cordaid is contributing to Strengthening Health Systems to provide quality and Rights Based SRHR/SGBV Services linking nearly to all programme interventions at the supply and demand sides through its RBF model.

Cordaid Uganda therefore invites high level experienced professionals to apply for the position of an RBF Coordinator.

Job Grade: Grade VIII Cordaid Uganda Salary Scale

Contract Period: One year Renewable based on performance and availability of funding.
Specifics of station: Iganga with regular travel to operational field areas in Eastern Uganda and Kalangala.

Position and Responsibility
The RBF Coordinator will be responsible for the overall implementation and reporting of the Heroes project as well as other Heroes affiliated projects. S/he will be responsible for realizing the objectives as formulated in the Technical Proposal and budget approved by the Netherlands Embassy and the Amref Consortium. S/he will report directly to the Systems Strengthening Manager and to a small extent the Global Office (GO) RBF Expert.

KEY DUTIES & RESPONSIBILITIES
Specific Tasks and Objectives
• Training in RBF of all local stakeholders (district authorities, health facility staff and community based organizations, assisted by GO RBF expert, SS manager and other staff.
• Coordinate the development and updating of RBF tools, such as the Project Implementation Manual, RBF tools training modules, etc., in cooperation with the GO RBF expert and Systems Strengthening Manager

• Work together with the RBF technical unit of MoH, maternal/ Adolescent health technical working groups of the MoH and respective District Health departments to develop new data systems and tools ideally to be integrated into DHIS2.
• During the implementation phase: take ultimate responsibility for the RBF project implementation in the including the financial accountability. Supervise and provide guidance to the RBF project teams.

• Manage the project and its resources efficiently and transparently, ensuring compliance with the requirements of Cordaid and the Netherlands Embassy.
• Monitor the progress of the project and the contract with Amref and the Netherlands Embassy to ensure that Cordaid delivers the quality outcomes agreed upon, outputs and services as formulated in the approved project proposal. Provide advice on changes and improvements where needed.
• Ensure the preparation of progress and financial reports and annual plans and budget to be submitted to Amref and Netherlands Embassy for approval. Participate in internal and external audits.

• Identify and manage the operational and strategic risks of the RBF intervention.
• Collects and analyses data and information within the projects and reports about the results, specifics and possible deviations following required reporting standards, providing solutions to minimize impact of deviations. Liaise (project) quality data with existing Cordaid systems i.e. Dev results and national Health information systems
• Together with the lead verifier and Systems Strengthening Manager function as the direct contact person for the RBF projects towards the RBF technical unit of MoH and Amref health consortium.

• Represent Cordaid externally, participate in relevant platforms and fora and partner with relevant stakeholders in relation to RBF, while ensuring alignment and harmonization with the Ugandan Health Sector policies and implementation plans and guidelines. Important counterparts include the MoH Reproductive Health Unit, national Adolescent Health Unit, National RBF technical unit and working group and respective district health departments.
• Perform any other tasks (including daily activities of an administrative and/or organizational nature) which are necessary to achieve the results aimed for, as described in the project proposal.
• Leads personnel in accordance with management style and social policy of Cordaid, focused on productivity, employee development and satisfaction. Ensures efficient use of resources and controls quality of work as outlined in the approved technical and financial proposal

REQUIREMENTS
Qualifications
• Post-graduate degree in Public Health, Health Administration, Health Economics, or a similar degree
• 3 to 5 years experience and knowledge in the area of Reproductive Maternal, New born, Child and Adolescent Health (RMNCAH) and SGBV.
• Any clinical related degree with experience in working in a hospital is considered an advantage.
• Sound experience in health systems strengthening.
• Sound theoretical and practical knowledge of, Results\\\\ Performance or Results Based Financing.
• Possess excellent technical skill in health research and program, and project performance assessment.
• Excellent data analytical skills and interpretation, sound quantitative and qualitative skills (managing, analysis and interpretation of data)
• A good knowledge of the Ugandan health sector is a solid advantage.
• Ability to build, guide and manage a team of core staff. You have previous experience in supervising a team to implement a healthcare project.
• Strong communication and facilitation skills, including the ability to establish good working relationships, to transfer skills and knowledge, and to provide technical assistance to key actors.
• Fully proficient in the following software applications: Windows, Excel, Word, Outlook, PowerPoint.
• Knowledge of and experience in working with DHIS2.
• An excellent command of the English language. Command Luganda/Lusoga local language.
• Readiness and flexibility to regularly travel to the operational areas of Eastern and Central Eastern Uganda.
• A flexible and pragmatic working attitude.
