Summary:
The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Public Health Administrative Management Specialist (Finance)

The work schedule for this position is:
Full Time, 40 hours per week
Start date: Candidate must be able to begin working within a reasonable period of time following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: Yes

Duties:
• Job holder is the Public Health Administrative Management Specialist (Finance Chief) responsible for leading the post financial management of complex multi-million agency programs, a large portion of which is funded under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).
• Job holder responsibilities include planning, developing, implementing and monitoring of budgets, financial analysis and reporting, tracking of grant awards and disbursements, and cost accounting. Job holder interprets U.S. Government financial and account management procedures, reviews technical program documents for budgetary and cash flow implications and ensures efficient use of financial resources by providing senior level guidance.
• Carrying out these financial functions requires the job holder to develop close working relationships with agency headquarters financial management staff, agency program managers, and program managers.
• Job holder provides full line supervision of 3 financial management staff and reports to the Deputy Country Director.

Qualifications and Evaluations
EDUCATION:
• Master’s degree in finance, accounting, public administration, business administration, or management is required.

Requirements:
EXPERIENCE:
• At least five (5) years progressively responsible experience in accounting, auditing, budgeting or financial management for a public health or development-related public or non-governmental organization is required.
• One additional year of experience that includes direct supervision of financial, and/or administrative management staff is required.

JOB KNOWLEDGE:
• Thorough knowledge and understanding of generally accepted accounting principles is required.

LANGUAGE:
• Fluent English speaking/writing/reading ability is required.

SKILLS AND ABILITIES:
• Advanced levels of analytical and computational ability to analyze, compile and present copious amounts of auditable financial information in a concise manner are required.
• Excellent communication skills, both oral and written, are required, to include ability to write clear and concise documents, reports, program and policy guidelines and ability to deliver oral presentations on financial accounting and reporting.
