Description

Under PROSPECTS 2.0, in 2024 the Protection Unit will provide legal advice to ensure laws and policies are in line with international refugee and broader human rights protection standards and best practice; progressively ramp up inclusion of forcibly displaced persons in national child protection and GBV systems through national capacity strengthening, localization and systematic community-based prevention and risk mitigation models aligned to national systems and services. The team will also facilitate strategic engagement with MGLSD, MoLG and relevant district local governments, the justice sector and the Ministry of Public Services as well as development actors, national civil society and refugee communities to co-design, test and measure and scale up inclusive referral pathways for multi-sectoral services, and mainstream social safeguards across sectors. In this regard, the UNHCR Protection Unit wishes to recruit a short-term national individual consultant to augment its capacity to implement and deliver on the above commitments.

The key tasks of the national consultant are the following:

  • Create awareness within the Protection Unit and across partners on the New Ways of Working (NWoW) under PROSPECTS 2.0 and provide technical support (including change management training, mentoring and coaching) to ease team and partner adoption of NWoW;
  • Support the UNHCR Protection Unit and its partners (MGLSD, , Kampala Capital City Authority (KCCA),the Department of Refugees in the Office of the Prime Minister (OPM-DOR) among others) to implement the interventions as laid down in the 2024 workplan and the PROSPECTS 2.0 program documents with a focus on implementation of the pilot initiatives;
  • Work with the team to periodically review progress and document what is working, not working and decisions to adapt and iterate as necessary,
  • Work with the Protection Unit and partners to develop a 3-year plan (2025-2027) to support the transition and the scale-up of inclusive child protection and GBV service delivery models including through localized case management in line with the PROSPECTS 2.0 program;
  • Conduct periodic capacity assessments to manage the transition and integrate needs into team and partner capacity operational plans;
  • Support the Protection Unit to effectively coordinate implementation of PROSPECTS 2.0 within the PROSPECTS Coordination team in the country office, with PROSPECTS Partners, Government of Uganda, civil society, academia, refugee and host populations, and private sector.
  • Identify opportunities for inclusion of refugees in the national system and support the capacity of the relevant government entities in the process.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced university degree (Masters’ degree in organizational development, leadership, governance, administration or other relevant fields).

Experience:

  • Strong project management, reporting and communication skills.
  • At least 10 years of professional experience in the development sector, with expertise in leading and/or supporting change at individual and institutional levels. Experience of successfully engaging with the public sector will be an added advantage

Knowledge & Skills: Competences

  • Proven expertise in working in projects directly with partners and beneficiaries, good report writing, data analysis in both quantitative and qualitative approaches, and presentation skills.
  • Experience in delivering different strategic planning frameworks, institutional and capacity needs assessments and related training plans.
