Reports To: Team Lead/Project Coordinator
Job Summary:
The Project Officer will play a critical role in the implementation and coordination of HIV, Gender-Based Violence (GBV), and Violence Against Children (VAC) awareness and other health and social mitigation activities along a designated road construction area of Kabwoya-Buhuka (43 KMs). This position involves engaging with various stakeholders, conducting community outreach, and delivering educational programs. The Project Officer will ensure culturally sensitive interventions tailored to the specific needs of the local population, oversee the execution of workplan and the budget, monitor progress, mobilize resources, facilitate training sessions, advocate for policies that support the health and safety of vulnerable groups and ensure accountability and reporting.
Key Responsibilities:
Stakeholder Engagement:
• Build and maintain relationships with key stakeholders, including local communities, government agencies, NGOs, and road construction workers.
• Facilitate regular meetings and communication with stakeholders to ensure coordinated efforts and share progress updates.
Community Outreach and Education:
• Plan and execute community outreach activities for HIV prevention, treatment and raise awareness about HIV, GBV, and VAC.
• Develop and deliver educational programs and materials that are culturally sensitive and tailored to the local population’s needs.
Program Implementation and Coordination:
• Oversee the implementation of project activities according to the strategic workplan.
• Ensure all activities are carried out in a timely and efficient manner, meeting project goals and objectives.
• Support implementation, monitoring and documentation of Case Management project activities,
• Train project staff in VAC/GBV case management and provide oversight to field teams
• Conduct spot checks to ensure adherence to standards in implementation of case management activities

Monitoring and Evaluation:
• Monitor project progress and evaluate the effectiveness of interventions.
• Prepare and submit regular progress reports to the supervisors
Resource Mobilization:
• Identify and mobilize resources required for project implementation, including financial, human, and material resources.
• Collaborate with fundraising teams to secure additional funding and support.
Training and Capacity Building:
• Facilitate training sessions for community members, volunteers, and staff on HIV, GBV, and VAC issues among others
• Train Child protection committees for both in school and out of schools, ensuring that Vulnerable children and households access critical services through linkages and referrals
• Enhance the capacity of local communities and stakeholders to sustain project activities.
Advocacy and Policy Development:
• Advocate for policies and practices that protect and support vulnerable groups in the road construction area.
• Collaborate with policymakers to integrate project findings and recommendations into local and national policies.
Qualifications:
• Bachelor’s degree in Public Health, Social Work, Development Studies, or a related field.
• At least 3-5 years of experience in project management, particularly in HIV, GBV, or VAC programs.
• Strong understanding of community engagement and culturally sensitive interventions.
• Excellent communication, organizational, and leadership skills.
• Ability to work independently and as part of a team.
• Proficiency in Microsoft Office Suite and project management tools
