JOB DETAILS:
Mission 1: Management
1. Manager as a Role Model:
o Embody HI's values daily and act as a role model.
2. Manager as a Coach for Meaning:
o Understand and translate strategy into operational objectives for the team.
o Lead necessary changes and provide meaning to each management action.

o Encourage inter and intra-departmental exchange of practices, innovation, and risk-taking.
3. Operational Manager:
o Organize the operational management of the team and structure work around identified processes.
o Steer performance and resolve problems.
4. First HR & Coach:
o Develop staff commitment, professionalism, and alignment with HI values.
o Ensure compliance with the code of conduct, institutional policies, and expected behaviors.

Mission 2: Strategy and Steering
1. Operational Strategy Contribution:
o Contribute to the development of the program’s operational strategy (StratOp).
2. Project Proposals:
o Draft new project proposals for continuity or expansion.
o Assist in drafting proposals for new opportunities if necessary.

Mission 3: Operational Implementation
Responsibility 1: Implementation
• Steer the project’s intervention strategy, adapting objectives as needed.
• Plan and implement activities and allocate resources.

• Ensure alignment with project proposals and budgets.

• Report internally (to the program) and externally (funding bodies, authorities, or partners).
• Manage partnerships and oversee proper archiving of information.
Responsibility 2: Compliance
• Implement and follow institutional policies (e.g., PME, PSEAH, Age-Gender-Disability).
• Ensure adherence to project proposals and donor requirements.
• Communicate and involve technical specialists to comply with global technical standards.

Responsibility 3: Monitoring, Evaluation, Accountability, and Learning (MEAL)
• Track activity progress and expected outcomes.
• Develop and implement evaluation plans.
• Ensure accountability to local stakeholders.
• Integrate lessons learned from past projects and capitalize on acquired knowledge.
Responsibility 4: Data Management
• Use appropriate tools for data collection and management aligned with global standards.
• Compile project data in databases, ensure regular checks, and make corrections as needed.
Responsibility 5: Team Coordination
• Facilitate coordination meetings with direct teams and support services.
• Ensure collaboration between project and support teams for effective implementation.
• Lead project steering committees.
Responsibility 6: External Communication
• Represent HI in external networks when required.
• Communicate project updates to partners, authorities, and stakeholders.

Mission 4: Emergency Preparedness and Response
• Lead emergency preparedness in the department.
• Reorganize team priorities during emergencies to ensure quick and efficient responses.

Education & Experience
Mandatory:
• Master’s degree in a relevant field.
• Postgraduate diploma in project planning and management.
• Bachelor’s degree in a relevant field.
• Minimum of 5 years of relevant project management experience, particularly with joint international or cluster projects.

• At least 3 years of experience in project management in areas like education, early childhood development, or inclusive humanitarian action.
Desirable:
• Excellent verbal and written communication and presentation skills.
• Experience with NGOs (local/international).
• Experience working in humanitarian or emergency settings.
• Experience with persons with disabilities in humanitarian and development contexts.

Personal Skills & Technical Competencies

• Strong communication skills in English; knowledge of French, Acholi, Lugbara, or Sign Language is advantageous.
• Proficiency in MS Office and internet tools.

Project Background
The INSPIRE (Inclusive Norms, Support, and Promoting Inclusive Reproductive Empowerment) project focuses on enhancing access to reproductive health rights and services for persons with disabilities in the Nakivale refugee settlement.
Key project elements include:
• Addressing low Family Planning uptake among Congolese refugees and persons with disabilities.
• Bridging gaps in disaggregated health data to improve service delivery.

• Ensuring equitable access to SRHR and protection services for refugees and host communities.
• Implementing “Inclusive Dance 4 Changes” in Base Camp and Kibengo zones.
The Project Supervisor will work closely with the Project Manager to ensure successful implementation through key deliverables.
