About the Project
The Youth Economic Empowerment through Livestock Development (YEELD) Program is a five-year initiative aimed at improving the socio-economic well-being and resilience of financially disadvantaged young people aged 18–35 years in the Teso, Bukedi, and Ankole sub-regions of Uganda through livestock value chains. The program seeks to create 250,000 work opportunities, including for 200,000 (80%) young women, 5% persons with disabilities (PWDs), and 3% refugees and displaced persons (RDPs). YEELD is being implemented across 20 districts in the three sub-regions through a consortium coordinated by Ripple Effect, dfcu Foundation, and Multi Community Based Development Initiative (MUCOBADI), and Action For Development (ACFODE) as a Gender and Social Inclusion partner, in partnership with the Mastercard Foundation.
Role Purpose
The Project Finance Director provides strategic leadership and oversight for all financial management, compliance, and accountability functions within the YEELD Project. The role ensures that donor funds are managed efficiently, transparently, and in line with Ripple Effect policies, Mastercard Foundation requirements, and applicable national regulations.
The postholder leads financial planning, budgeting, reporting, and risk management across the PMU and nine implementing partners. The role ensures that robust financial systems are in place across all delivery partners, provides technical support across the three sub-regions (Teso, Bukedi, and Ankole), and oversees regular compliance audits. As a senior member of the PMU, the Director ensures that sound financial stewardship underpins programme delivery, sustainability, and impact.
Key Responsibilities
Strategic Financial Leadership | § Provide overall vision and direction for YEELD’s financial management framework, ensuring alignment with programme objectives and Mastercard Foundation standards. § Lead financial planning and forecasting to support programme sustainability. |
Budgeting & Resource Allocation | § Oversee project -wide budgeting processes, ensuring efficient allocation of resources across PMU and sub-regions. § Monitor expenditure against budgets and ensure timely adjustments to meet programme priorities. § Manage programme cash flow requirements, maximise returns on short-term investments in line with the investment policy, and manage foreign exchange risk by implementing appropriate mitigation strategies. |
Financial Compliance & Risk Management | § Ensure compliance with donor requirements, Ripple Effect policies, and national financial regulations. § Lead risk assessments, internal audits, and financial reviews across the programme, including all partners and subcontractors, and ensure that necessary changes are implemented effectively. § Escalate and resolve compliance issues, including fraud or safeguarding concerns. |
Financial Systems & Reporting | § Maintain robust financial systems to support accurate, timely, and donor-compliant reporting. § Consolidate financial submissions from implementing partners and sub-regions. § Ensure systematic archiving of financial documentation and lead financial close-out processes. |

Coordination & Collaboration
| § Work closely with PMU leadership, programme managers, and implementing partners to ensure financial decisions support programme delivery. § Contribute to cross-functional initiatives including MEL, communication, and partnership management. |
Other duties
| § Ensure compliance with Ripple Effect policies and all relevant legislation. § Act at all times according to Ripple Effect’s values and in support of its Africa Forward Together approach. § Undertake other duties of a similar nature as may reasonably be required by the line manager. |
Key Result Areas

Qualifications
Essential
- Master’s degree in Finance, Accounting, Business Administration, or a related field.
- Professional accounting qualification (CPA, ACCA, or equivaleant) preferred.
Experience and Knowledge
Essential:
- At least 10 years of senior-level experience in financial management within large-scale donor-funded programmes.
- Experience working with multi-partner, multi-region programmes.
Skills and Attributes
Essential:
- Proven expertise in budgeting, compliance, audits, and financial risk management within a reputable non-governmental organisation setting.
- Strong leadership, analytical, and communication skills.
- High integrity, accountability, and alignment with organisational values.
- Willingness to travel frequently across programme regions.
- Experience in managing grants of $20m+ is essential; knowledge of investment and foreign exchange hedging strategies is desirable.
