About the project
Over the next 3 years (2024 – 2027) ZOA plans to partner with local organisations and local groups in Lamwo district, to support refugees and host communities, with resilient livelihoods and secure access to land, and reduce dependencies on short term aid.
By building local capacity and ownership of activities, we seek to support households, groups, local organisations and communities to take informed decisions, and which consider the needs of vulnerable people, particularly empowering women, youth and persons with disability.

The INCEPTION PHASE runs from April to June 2024, when we will carry out a baseline study, identify local partner(s) and develop a full proposal and implementation plan. The Project Coordinator will first coordinate the roll out of the inception phase activities then be responsible for supporting local partners during implementation.

Place in organization
The Project Coordinator reports to the Deputy Programme Manager Acholi. Later on the PC will supervise a Project Officer. The Project Coordinator will be the main contact for local partners in Lamwo district, and represents ZOA on the ground. The PC has regular contact with the Programme Quality team in Kampala and support colleagues. Learning and sharing information is also expected with other project staff in other programme areas.

Responsibilities
General
• Supports local partners and project staff to implement the project activities in line with the agreed plans;
• Ensures project outputs are consistent with the overall project plan, log frame and in line with quality standards, and ountry policies.

• Coordinates with relevant partners in Acholi on livelihoods and peacebuilding

• Organise regular project review meetings with partners
• Responsible for beneficiary accountability within the project

Local partner support
• Review reports submitted by partners (narrative and financial)
• Conduct quality checks on partner implementation and joint monitoring visits

• Supports partner capacity building initiatives in coordination with Programme Quality and support teams

• Coordinate partner activities to ensure the project objectives are met

Reporting
• Provide inputs to implementation plans and activity/monthly reports;
• Identify, document lessons learned and best practices;
• Prepare and submit well written success stories;
• Contribute to project reports or implementation plans as required by supervisor;
• Collect monitoring data according to ZOA’s systems and activities in the project;

Representation and coordination
• Actively participate in the required and relevant technical working groups;
• Participate in relevant coordination meetings concerning the project.

• Regular coordination with local government actors and relevant district offices; OPM, UNHCR and other NGO partners.

• Contact with other project specific actors, e.g. consultants or service providers.

Human Resource support
• Ensure the staff under supervision have weekly and monthly targets;
• Conduct weekly or monthly meeting to achieve targets;
• Conduct staff appraisal/evaluation as per ZOA’s policy;
• Provide technical support through coaching and mentorship of staff for quality implementation of project activities.

Procurement and finance
• Initiate timely purchase requisition of project goods/services;
• Ensure expenses are in line with approved budget;
• Provide appropriate codes for expenses.

Accountability
• Sensitize all stakeholders (beneficiaries, service providers, partners, government and other) on feedback and complaint mechanisms implemented by ZOA Uganda
• Upon receipt of a complaint or feedback, ensure that it is correctly documented following correct reporting procedures

Requirements
Knowledge & Experience:
• University degree in international development, social science or similar;
• At least 3 years successful experience in an NGO working on project implementation;
• Knowledge and experience in one or more of the following fields: Food security, land rights, inclusion and gender, lobby & advocacy, MEAL
• Experience implementing projects in the refugee setting, and working with local partners is a plus;
• Understanding of the local context, culture, and languages is a plus

Skills:
• Networking capacities, with interpersonal, organizational and intercultural sensitivity

• Able to plan and coordinate and work in an organized manner
• Motivated to work independently / self-managing
• Good computer skills: Ms Excel and Ms Word;
• Ability to drive a motorcycle with valid driving/riding licence
