Division & Project Overview:
URC is pleased to announce that it will be implementing USAID’s Defeat TB project. Aligned with Objective #3 in USAID’s Country Development Cooperation Strategy and in support of the Government of Uganda’s TB Program, this five-year, USAID funded project’s goal is to increase TB case notification, case detection, and treatment outcomes through health system strengthening. URC seeks qualified candidates to join our team in the Kampala office for the above position and help us to end the TB epidemic in Uganda.

The Defeat TB project goal is to increase TB case notification, case detection, and treatment outcomes through health system strengthening with the aim of ending the TB epidemic in Uganda

Job purpose:
To Support the Senior Technical Advisor, DCOP, COP & SMT in the planning, management and tracking of program activities across various program focus areas and districts, Health Facilities, Ministry of Health, various technical working groups including assisting the project senior management team to effectively provide coordination and oversight of the program implementation process to ensure that project deliverables are achieved.

Roles and Responsibilities:
Assist the project team and the Chief of Party to develop and manage a calendar of the entire project monthly, quarterly and yearly program implementation activities
On a continuous basis, study the program description and develop and track performance progress a matrix of deliverables dues to various project clients – donor, government and beneficiaries
Develop and effect utilization of a tool for tracking performance of the project across all its dimensions, and on a routine basis update the project senior management team on the progress to date, areas of focus and solutions to ensure that all result areas are given the attention and inputs required
On a routine basis, work with the M, E&L team to ensure periodic (weekly, monthly, quarterly and annually) review of Key Performance Indicators for different project focus areas, paying attention to USAID requirements at various points in time as the project implementation and life-cycle evolves.
Work with Senior M&E&L Advisor and his team to design and utilize various performance monitoring dashboards for “in-house” used to facilitate the project management and implementation teams to keep abreast of progress of project performance
Advise project COP and senior management team on trends for various performance indicators, as well schedules for project deliverables as per prescribed timelines
Support development of workplans and project performance reports, including presentations on to various audiences
Track district-level and facility-level performance through the District Programme Officers, various focus TAs and M&E team
Contribute to identification of operational research studies and support teams to develop data collection tools from identified research questions
Coordinate documentation of project lessons and research findings to partners

Skills

Proven ability to conceptualize, innovate and execute ideas, as well as transfer knowledge and skills
Proven skills in supervision, planning and management
Ability to clearly and concisely express ideas and concepts in written and oral form.
Excellent interpersonal skills.

Experience Requirements

At least 6 years of experience in public health and project management.
Experience in using epidemiological and public health program data to design and implement public health interventions
Advanced knowledge and hands on journals, with one as first author.
Experience in TB/HIV programme design, implementation and monitoring
Experience in scientific writing and have at least 5 publications in peer reviewed
Experience in designing and conducting implementation research projects.
Experience in working with USAID/PEPFAR funded projects is an added advantageexperience in biostatistics and analysis of large datasets.
Experience in using statistical packages like STATA, SAS and excel for data analysis.

Education Requirements

A Post-graduate qualification in Public Health/Epidemiology
