Job Purpose

This job exists in PELUM to implement Advocacy programmes by offering technical expertise in line with PELUM’s strategy and policies to realize PELUM’s goal.

Job Summary

The job holder is responsible for executing PELUM’s advocacy initiatives and interventions in accordance with organisational strategic objectives. S/he is responsible for planning, coordinating, executing and reporting on all PELUM’s advocacy activities in collaboration with other programme staff. This post belongs to the Advocacy Department.

Specific tasks for the position are provided here below;

1 Programme Planning, development and implementation

  • Participate in the design/development of PELUM Uganda’s advocacy Programmes and projects.
  • Participate in the review of the strategic plan Programmes ensuring continued relevance in a changing environment.
  • Development, implementation and related reviews of the Advocacy department’s annual and quarterly work plans.
  • Make appropriate arrangements and prepare logistics for meetings, trainings and other activities.

2. Policy and Advocacy

  • Support the Programme Manager & management team to develop, implement and periodically review the PELUM Uganda’s advocacy strategy in line with the PELUM Uganda’s vision, mission and strategic objectives.
  • Identify and articulate emerging advocacy issues and concerns pertinent to PELUM Uganda’s work in conjunction with other programme team members.
  • Build strategic lobbying and advocacy coalitions with like-minded agencies including PELUM
  • Uganda Member Organizations (MOs) to advance specific policy agendas about PELUM Uganda’s strategic objectives.
  • Establish and maintain/nurture strategic relationships with line government Ministries, Departments, and Agencies (MDAs) as well as the private sector to positively influence key policies, Programmes, and practices in the sector.
  • Document stories of change and promising practices in the area of policy advocacy processes and practice change.
  • Participate in local, sub-national, national, regional, and international policy advocacy-related engagements and processes that are related to PELUM Uganda’s strategic objectives.
  • Mobilize and work with other PELUM Uganda technical team members to promote her positions on key policy and programme issues at national and regional levels.
  • Build the capacity of PELUM Uganda staff and MOs in policy and advocacy work.
  • Inform PELUM Uganda staff and MOs about developments in the Agro-industrialization program (agricultural policies and practices), Land Use, and Sustainable Natural Resources Governance that affect their work.
  • Participate in conducting evidence-based research to inform PELUM Uganda’s advocacy initiatives.

3.Other Key Responsibilities

  • Support in organizing national and local level engagements (dialogues, symposiums, campaigns, lobbying, negotiations, etc.) on land rights and Agroecology.
  • Support information dissemination on Agroecology and related policies and practices.
  • Support information dissemination on Agriculture, Lands, Water, Environment, and Climate Change related policies and regulatory frameworks.
  • Actively engage and take the lead in the Review of Agriculture, Lands, and broader Natural resources governance-related policies to identify gaps and initiate appropriate corresponding engagement
  • Participate in budget reviews and analysis of agro-industrialization and land programme financing and generate issues for engagement and advocacy in collaboration with other like-minded civil society organizations/actors and networks.

4 General Responsibilities

  • Participate in the organisation’s key events and represent the organisation in relevant fora.
  • Provide technical guidance to other Staff.
  • Support and participate in other programme area activities when required.
  • Support preparation of high-quality programmes activity quarterly and annual reports.
  • Identify existing and potential funding opportunities and participate in the technical aspects of project proposal development process in collaboration with the Programme Manager Advocacy.
  • Participate in defining programme and financial objectives, targets and monitoring processes and collect, collate and share relevant project information in line with the programme M&E framework.
  • Participate in the documentation and sharing of learnings from programme implementation.
  • Participate in the technical aspects of project proposal development process for the advocacy
  • Facilitate donor visits and assessments as necessary.
  • Ensure that resources under your care are properly deployed and utilised.
  • Participate in departmental reporting in liaison with the Programme Manager Advocacy.

5. In addition to individual respective tasks, all PELUM Uganda employees are expected to:

  • Participate in research agendas and ensure that findings inform programme designs.
  • Adhere to organizational values and actively promote their application amongst colleagues.
  • Undertake tasks in a creative, self-driven and innovative fashion.
  • Participate in raising resources for building PELUM Uganda’s reserves.
  • Ensure that all activities are implemented in a gender-sensitive manner.
  • Adhere to PELUM's policies, procedures, and performance expectations in all functions.
  • Identify and implement additional tasks/ ideas of benefit to the organization (whether directly linked to one’s job or not).
  • Any other duty may be assigned by the supervisor.
  • The attainment of the above will be reflected in the employee’s appraisal, as well as the achievement of outputs, as described in the above key responsibilities.

6. Key Required Qualifications, skills and competence

Education

  • Bachelor’s degree in Social Sciences, Human Rights, Mass Communication, Environmental Management, Agriculture or any other relevant degree in humanities. Training and proven experience in Land rights and Agro ecology/Agriculture and/or Natural Resources Management or its key aspects will be highly considered.
  • Postgraduate training, preferably in Project Planning & Management, Advocacy & Policy Analysis and Research is an added advantage.

Practical Knowledge and Technical skills

  • Advocacy programming using participatory approaches and tools, Knowledge of current national and international affairs related to PELUM Uganda’s programmatic areas (Specifically Agro ecology, market & business development and Sustainable Natural Resources Management), Excellent negotiation and communication skills, profound problem-solving skills, Policy engagement/analysis and campaign skills, demonstrated knowledge and application of Human rights-based approaches to community development, coalition and alliance building as well as networking with advocacy pressure groups.

Industry experience

At least 3 years’ work experience in advocacy work in the agricultural sector, the development sector, Project management, working with local and central government authorities, in-depth knowledge of national regional and international human rights regimes, policies and laws. Good research, documentation analytical and reporting competencies, budget tracking and monitoring abilities and coordination skills with experience with media management and public relations.

Personal qualities

Ability to think and operate strategically and creatively. Flexible, self-starter, team player, and attention to details.

Communication and interpersonal skills

Lobbying and political skills: persuasive, diplomatic, and articulate. Ability to communicate clearly and work independently yet cooperatively in a cross-cultural setting with a number of long-distance working relationships.
