Job Summary:

The Project Manager, Adolescent Sexual Reproductive Health is responsible for effectively and efficiently planning, management and delivery of the ASRH project components within the Impact Area in ways that meet both local and international Save the Children and respective donor requirements and guidelines.

Reporting to the Regional Area Manager, the Project Manager ASRH will be the principal representative of the project S/he will be leading and will work within Save the Children’s field, structure with constant collaboration with CO Head of Health, ASHR and FSL technical Specialists and Emergency Response and Preparedness Manager, but will have leadership responsibility for the overall management of the award. S/he will provide strategic and operational leadership to develop and implement a successful program. The Project Manager ASRH will manage and guide the project team to ensure adherence to overall technical and programmatic quality in implementation, compliance with donor rules and regulations, and the timely submission of all deliverables, including annual work plans, performance monitoring plans, reports as required

Key Duties and Responsibilities:

Project Planning:

  • Develop and submit quality ASRH Project Annual Plans with the respective phased Budget aligned with the DIP, attachments (RIPT, PIT, SIP, ATT, ITT), and a Procurement Plan in line with SCI and donor requirements before the CO set deadline.
  • Develop and share a monthly ASRH project work plan.
  • Attend and execute/follow through actions as results from planning, review and reflection meetings with the STWG/member office representative or CO organized.
  • Develop timely and quality monthly, quarterly and annual work plans shared with the line manager.
  • Monitor ASRH project activities to ensure quality, timeliness and adherence to both CO and international Save the Children and donor policies and procedures.
  • Ensure that Sponsored children in addition to all other children are on a monthly basis are planned for and targeted to benefit from the ASRH project interventions.

Project implementation Management

  • Effectively manage day to day implementation of the ASRH project operations to ensure compliance with the approved ASRH annual plan, phased budget, DIP, procurement plan, MEAL requirements, CO KPIs, essential standards and policies.
  • Maintain high standard of integrity, transparency and accountability in the course of project implementation.
  • Provision of regular operations and implementation updates on programme progress and challenges to allow for timely interventions and corrective actions by management.
  • Ensure that project interventions are effectively documented with before, during intervention and after intervention evidences.
  • Develop concepts and proposals for possible funding as need may arise.
  • Ensure clear quarterly accountability of all programme inputs/resources given out or offered to the community.
  • Risk management – Monitor and address or report any risks to management.

Financial and Budgeting Management

Responsible for the project financial and budgetary management. This responsibility includes;

  • Develop and submit timely and quality ASRH project phased budget aligned with the DIP (repeated for emphasis).
  • Manage the ASRH project spending against budget to ensure acceptable monthly performance and funds are optimally used for the intended purpose as per approved fund summary and annual plan.
  • Undertake monthly budget monitoring in order to ensure accuracy of financial reports, manage budget variances, explain variances and propose measures for managing the variances.
  • Ensure that all financial policies and regulations relating to cash flow management, expenditure controls, cash management, accounting information, and advances management are adhered to.
  • Financial management – Ensure excellent financial management and accountability in line with SCI policy guidelines.

Project Reporting.

  • Responsible for the preparation of timely and high quality monthly ASRH project progress and end of fiscal year narrative and quantitative reports which are in accordance with the Sponsorship reporting schedule and formats/guidelines.
  • Ensure that issues raised in the reports are comprehensively addressed in a timely manner
  • Actively contribute to line ministry (MOH, MOES) working groups related to ASRH and CSE to ensure that the project follows and advocates for national policy initiatives related to CSE in liaison with Head of Health, TA ASRH, and line manager
  • Preparation of the ASRH project end of phase reports and manage the transfers of project deliverables such as documents, files, equipment and materials.
  • On a monthly basis Identify potential risks and threats to the programme and alert management on the same for action.
  • Ensure that an update progress report is shared with the district officials on need to know basis.
  • Conduct regular project review meetings with the relevant partners and stakeholders to enhance information sharing and improve efficiency and effectiveness of project implementation and operations.

Advocacy, Networking and influencing

  • Participate and support planned for national level ASRH advocacy activities, meetings and engagements
  • Build strategic networks, coalitions and alliances on ASRH advocacy agenda
  • Develop strategies for collaborations within the district on ASRH in liaison with line manager
  • Document and share lessons and learning’s from advocacy engagements
  • Accelerate ASRH within project impact area and district working with the line manager.

MEAL

  • Effectively manage ASRH project design and study processes which include assessments, baseline, researches and evaluations
  • Ensure that the ASRH project adheres to and 100% meets quality bench marks.
  • Collecting and managing complaints and feedback in close coordination with MEAL team and Programme Officers
  • Ensure regular monitoring of programme results, documentation of programme, case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions
  • Ensure an effective ASRH project monitoring and evaluation systems is in place

Child Safeguarding

  • Work with Child Safeguarding Focal persons to ensure all programme staff are trained in CS
  • Closely review documents and agreements to ensure all partners, contractors, visitors, volunteers etc. comply with CS and code of conduct standards
  • Ensure compliance to child Safeguarding policy in all
  • Coordinate with line manager on identified CS issues while ensuring that all issues are reported in timely manner or as required by policy and local procedures
  • Support staff and community structures in ensuring appropriate allegation and case management structures in the IA are functional

Occasional duties:

Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree or higher in a health related discipline or Social Sciences with experience in ASRHR programming, Post graduate training in either public health, Health Systems Strengthening, Community Health, Reproductive Health, Gender etc. will be of added advantage.
  • At least 5 years’ progressive experience in planning and implementation of school-based health programme targeting Adolescents especially on ASRH.
  • Ability to speak the local language fluently is a strong requirement. Ability to ride a motorcycle (Honda XL 125).
  • Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
  • Experience of working with the Local Government, local partners and training in ASRH, with a focus on
  • improving service delivery within the schools.
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
