Organisational Setting and Reporting
This position is located in the Programme Office in Uganda (POUGA) with duty station in Kampala, under the Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the ROEA Representative and the direct supervision of the Crime Prevention and Criminal Justice Officer (Violent Extremism in Prisons) in the Programme Office in Uganda (POUGA) and in close cooperation with relevant colleagues in the Regional Office for Eastern Africa (ROEA) and in the Justice Section (JS) of UNODC headquarters.

Within assigned authority, the incumbent will be responsible for the following duties:
- Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; coordinate substantive, administrative, financial and programme activities on a daily basis ensuring timely completion and compliance with UN rules and regulations.
- Provide substantive and technical expertise for the implementation and assessment of the programme including collection and compilation of relevant background information and statistic data.
- Undertake all necessary measures for planning and implementation of the strategies and activities as outlined in the joint UN programme on strengthening the management of violent extremist prisoners.
- Provide support in monitoring all aspects of programme implementation and identify challenges and propose corrective actions to the Crime Prevention and Criminal Justice Officer to expedite implementation.
- Draft detailed work plans, accompanying budgets and budget revisions for all activities.
- Prepare monthly/semiannual/annual progress reports on programme implementation, as well as summary of achievements report and donor reports.
- Prepare required documentation and inputs including background information, briefing notes, welcoming remarks, presentations, as well as provide inputs for relevant documents as required.
- Undertake associated desk research, field / monitoring missions within the framework of programme implementation.
- Procure goods and services to initiate activities; draft TORs and work specifications jointly with programme support unit / operations to ensure qualitative and objective procurement of services.
- Support the exchange of knowledge and promising practices in the management of violent extremist prisoners and prevention of radicalization to violence in prisons and promote the whole-of-society approach in prevention of violent extremism.
- Liaise with stakeholders and counterparts (national government agencies, civil society organizations, research institutes, donor community, etc.) actively engaged in the prevention of violent extremism related work including capacity building activities for law enforcement agencies at the regional or country level.
- Together with the Crime Prevention and Criminal Justice Officer (Violent Extremism in Prisons), contribute to development of funding proposals and other relevant programme-related documents, including contribution to substantive correspondence for a) resource mobilization, b) partnership building, c) reporting.
- Coordinate thematic activities with UNODC Regional Office for Eastern Africa (ROEA) and UNODC headquarters.
- Perform other work-related duties as required.

Has knowledge and understanding of theories, concepts and approaches relevant to criminal justice in general and to prison reform in particular. Has knowledge of the mandates of UNIODC as well as of operational modalities of crime prevention and criminal justice efforts. Has ability to identify issues, analyze and participate in the resolution of issues/problems. Has sound judgement and political sensitivity. Is able to assist with data collection using various methods. Has conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Is able to apply judgement in the context of assignments given, plan own work and manage conflicting priorities. Has proven ability to draft, edit and produce written proposals and results-focused reports.

An advanced university degree in law, political or social science, criminal justice, criminology, international relations, or public administration is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of two years of progressively responsible professional experience in programme management including project formulation, implementation, monitoring and evaluation is required.
Experience in the field of crime prevention and criminal justice and / or prison reform is highly desirable.
Experience in criminal justice matters, as well as exposure to international development cooperation is highly desirable.
Experience in working with Government, civil society, international organizations and donors is desirable. organizations and donors
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of other United Nations official languages is an advantage.
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located.
This is a project post and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
Kampala is classified as a B and a family duty station.
