Overview:
• URC is seeking an experienced Program Officer-Coordination and Office Management for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.

Responsibilities:
• The Program Officer-Coordination and Office Management is responsible for oversight of the general office administration function, support activity implementation and ensuring day-to-day office operations run smoothly. S/he will provide support to project staff with the overall aim of ensuring the smooth functioning of operations and project activities. S/he is an integral part of the administrative team and will work closely with Admin, finance and technical staff to ensure project needs are met.

Specific responsibilities include the following:
• Ensuring day-to-day office operations and run smoothly, including management of meetings and events adherence to safety and security policies and procedures, and facility maintenance and repairs.
• Supervise, appraise, support and maintain a motivated “administration team” including Program Assistants and Administrative Assistant, out-sourced security service and the cleaning/garbage collection company through giving constructive feedback, coaching and mentoring, in accordance with the human resources manual.
• In liaison with Program Assistants, provide program support including organization and facilitation for internal meetings, drafting agendas, and taking minutes.
• Develop the stationery and office supplies plan for the different offices and monitor their purchase, storage and distribution to the respective destination in line with Administration guidelines.
• Ensure effective management of inventory/stationary stocks and reconciliations in line with administration guidelines.
• Receive, review and cross check all bills for telephone, security, cleaning, and office consumables with supporting documents to establish their completeness and accuracy so as to ensure timely payment, value for money/ proper accountability by staff on a monthly basis in line with the Administration guidelines.
• Prepare and coordinate logistical arrangements for project staff travelling outside their region or for international visitors within the region.
• Process funds for office related costs/transactions.

Additional and other responsibilities may include, but are not limited to:
• Serves as a primary point of direct administrative contact and liaison with project offices, staff, external institutions, and agencies on a range of specified issues as required.
• Prepare monthly reports in regard to the performance of the administration section as per the set targets in line with the Operations guidelines.
• Any other responsibilities assigned by the supervisor.

Qualifications:
Required Experience and Qualifications
• Bachelor’s Degree in Administration, Management, Business, Social Science, or other relevant field.
• At least three (3) years of relevant professional experience in office administration.
• Excellent knowledge and experience with Windows, Word, Excel, PowerPoint, and other data processing and graphical presentation software.
• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy highly desirable.
• Excellent interpersonal communication skills and excellent organization skills.
• Oral and written English language fluency.
