JOB DETAILS:
The Program Manager (PM) of the River Blindness Elimination program is responsible for the overall oversight and program implementation in the organisation-assisted areas in Uganda. The PM overseas all aspects of Program implementation including planning, execution, monitoring and evaluation. The PM will work closely with the Country Representative , internal teams and external stakeholders to ensure the successful elimination of RB , contribute to capacity building, and ensure compliance with international standards and donor requirements. The PM reports directly to the country representative (CR).
This position will be based in Kampala, with frequent travel to field locations in Uganda or outside as and when they are required by Organisation.

Minimum Qualifications:
Bachelor’s degree in Public Health, Medical Entomology or Social Sciences, with four years of relevant professional experience.

Key Responsibilities
1. Program Management:
• Oversees all the program activities in liaison with the Ministry of Health Onchocerciasis Elimination Program Manager and district teams.
• Develop and implement Makes detailed work plans and annual program activity implementation plans.

• Liaises with all other The Carter Center staff to ensure that the organization’s objectives and mission are achieved.
2. Team leadership:
Supervise River Blindness Program Coordinators in Northern Uganda.
3. Meetings and presentations:
• Participates in RB monthly, bi-annual and annual meetings.
• Prepares presentations for meetings in liaison with the Senior Data Manager

• Attends and presents at relevant meetings and conferences as assigned by the Country Representative.
4. Reports and communication:
• Develops, reviews and pre-tests IEC materials in collaboration with Ministry of Health Onchocerciasis Elimination program-related reports.
• In liaison with the Senior Data Manager and Senior Administrator, assist the Country Representative in preparation of monthly, quarterly and annual reports and other program related reports.
5. Research:
• Initiates and designs study protocols
• Collaborates with the Senior Data Manager to develop research and data collection tools, and review them for systematic monitoring of the program.
6. Monitoring and evaluation:
Monitors field interventions at all relevant levels (district, sub-county, parish and community).
7. Partnership and coordination:
Liaise with local implementing partners for program support
8. Budgets
Participates in the national and district annual planning and budgeting meetings
Contributes to annual budget narrative preparation.

Reviews field budgets and activity reports generated by districts, TCC Program Coordinators, and central supervisors.
9. Other:
Performs other duties as directed by the Country Representative.

Preferred Qualifications, Specialized Knowledge, Skills, Attributes:

• Master’s degree in Public Health or Medical Entomology is highly desirable

• A minimum of 4 (four) years of management experience in an NGO with significant field operations experience in development programs; specific reference to primary health care and community-based health programs.
• Ability to provide strong program M&E support and compile/review quality reports; preparation of conference abstracts and presentations.
• Experience in designing and conducting quantitative and qualitative data collection, including, social impact assessment, desk reviews, and interviews. etc.
• Strong leadership and team management skills.
• Excellent management and communication skills
• Personal commitment, drive for results, efficiency, and flexibility
• Proficiency in the use of MS Office and analysis software

• Ability to mobilize and influence different audiences and communities
• Substantial knowledge and experience of financial and budgetary control
• Commitment to the organizational vision, mission and values
