IntraHealth International has been implementing the Regional Health Integration for Enhanced Services in Eastern Uganda (RHITES E) since May 2017. Regional Health Integration to Enhance Services in Eastern Uganda (RHITES –E) in Uganda. The purpose of the RHITES-E project is to increase utilization of health services through the following key result areas: increased availability of and accessibility to health services; improved quality of health services; increased availability of resources for public sector health  services; improved organization and management of service delivery and increased adoption of healthy behaviors and practices.  The program increases the availability, accessibility and quality of comprehensive and integrated health services (HIV/AIDS, TB, malaria, FP, MNCH and nutrition).

While the senior position, Clinical Services Director, is under recruitment, IntraHealth is seeking a  consultant to work in Mbale, Uganda for a period up to three months.  During this time the consultant will ‘gap-fill’ for the Director, Clinical Services.  S/he will work closely with a team of technical advisors and provide technical leadership and management of the clinical services to contribute to quality of interventions, impact of the work and meeting targets.  .  S/he will report to the Chief of Party of the RHITES-E Project

 

ESSENTIAL FUNCTIONS

  • Assist the COP with the clinical services implementation of the RHITES E project
  • Ensure daily operations of implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals
  • Support COP in compiling and disseminating high-quality periodic reporting in line with USAID and IntraHealth requirements (quarterly and annual progress reports, quarterly financial reports etc.)
  •  Ensure the achievement of high quality results for the results focused on increased availability of and accessibility to comprehensive and integrated health services
  •  As team lead for the interim process while we recruit a Director Clinical Services has been identified and will take on organizational management responsibilities of staff. The consultant will provide technical leadership and guidance to ensure that the clinic results are on track, evidence based and achieving targets.
  •  As required, work collaboratively with USAID, the Ministry of Health at all levels, local government authorities and other stakeholders and partners in implementation of the project focused on improved quality, accessibility and availability of heath services to ensure the alignment and integration of the program with the Government of Uganda’s strategies
  •  Identify obstacles and risks related to implementation of the health services results in a timely manner and support the COP and technical advisors to adjust implementation accordingly
  •  Lead the service delivery team to develop strategies to support key populations and those most vulnerable, particularly in high disease burden geographic areas
  •  Integrate gender issues and youth considerations through the activity in alignment with USAID and the Government of Uganda’s national plans
  •  Enhance linkages and referrals between the community and the facility to ensure a continuum of response in the delivery of health services
  • If required, represents IntraHealth at a variety of national and international health and development fora, as requested by the COP and as approved by USAID Uganda

 

Key deliverables

Key deliverables will further be developed as the contract is negotiated as some deliverables will depend on the timing of the contract begin and end.  However, the following are illustrative deliverables:

  • Working with the technical advisors in family health and HIV, ensure that USAID and MOH recommendations from site visits, TWGs and other communication are integrated into implementation in a timely manner
  • Working with the technical teams, all written requests from USAID or MOH are fulfilled on time and with quality
  • Working with the technical teams and MEL, write a high quality quarterly and/or annual progress report

 

MINIMUM REQUIREMENTS

  • Doctor of medicine accompanied by degree or training in public health, social sciences or equivalent field
  • Minimum of 8 years of progressively increasing responsibility in managing large comprehensive and and integrated HIV/AIDS and health programs in Uganda or neighboring East Africa countries
  • Proven technical and/or clinical expertise and leadership in HIV/AIDs, TB, malaria, FP, MNCH and/or nutrition required and an deep understanding of how those services are delivered at the health facilities in Uganda
  • Experience working with USG directly or as an implementing partner, strong familiarity with other health services USG initiatives, and considerable experience working with the host government preferred
  •  Proven ability to effectively interact with national, district and community authorities, the USG and other donors, as well as other implementing partners
  • High level of interpersonal, technical, and analytical skills including a a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders
  • Proven oral and written communication skills in English leading groups towards program results
  • Strong skills and a track record in strategic visioning, leadership, networking, and problem-solving
  • Demonstrated past achievements in capacity building and fostering team work for desired results
