JOB DETAILS:
The position holder is responsible for:
- Tools, Methods & Procedures
- Comply with Procurement processes and governance rules of the Company, including presentations to Project Tender Committee and EP Branch contracts committee.
- Establish and promote continuous improvement of Contracts practices, procedures & reference documentation.
- Ensures effective use of tools and systems including but not limited to; SAP-UNISOL, E-Sourcing, SEQUANA. AGORA etc.
- Procurement
- Oversee and closely follow up the whole supply chain flow of Drilling Wells & Logistics Goods from the purchase till payment and Goods Receipt (GR).
- Launch and follow robust Contractors/Suppliers pre-qualification process.
- Launch Requests for Quotation (RFQ), Requests for Proposal (RFP) / Call for Tenders (CFT) at Company e-sourcing portal to procure Goods in the best interest of Company in compliance with the Company procedures, governance thresholds and internal policies (i.e. Ethics, Health Safety Environment and Quality, Compliance & Anti Bribery)
- Efficient and timely issue of Call-Off Orders (COO)/Purchase Order (PO) for Drilling Wells & Logistics Goods/Services using approved tools/platforms.
- Ensure proper expediting of materials, either purchased under COO or PO, up to reception as per defined delivery terms.
- Establish and promote continuous improvement of procurement practices, procedures & reference documentation.
- Liaise with other the Company Departments to maintain materials management optimization (no shortage and no overstock
- Assist the Métier Partners for all Procurement activities.
- Ensure whole procurement process is auditable and conducted with highest possible transparency.
- Manage the Compliance
- Verify that Company’s procurement activities comply with applicable laws and regulations, are adhered to, especially related to ethic and transparency.
- Verify that procurement procedures comply with the standards of the company and the agreements with partners.
- Ensure the application and respect of the procedures in the tender process.
- Adhere to the H3SE rules
- Contributes to the Department matters concerning H3SE, Integrity and Sustainability to ensure that the highest standards are adopted in all activities related to C&P activities, including inclusion in contracts and P/O’s.
- Ensures the safety of the workplace to avoid danger to persons, installations and avoid impact to the environment and maintain the means for self, other personal protection, and safety emergency procedures.
- Notifies team members about accidents, incidents and near misses and initiates necessary corrective actions.
QUALIFICATIONS/EXPERIENCE REQUIRED
- Qualification:
- Bachelor’s degree or higher degree in Procurement, Supply Chain Management, Engineering, Business, Law, Economics, Quantity Surveying, Engineering or equivalent experience.
- Membership of relevant professional bodies in procurement and supply chain would be an added advantage.
- Contracts & Procurement Competencies
- C&P Tools advanced certification required.
- Good knowledge of the Company’s Métiers and TGP Categories
- Experience/Skills
- Minimum 1 year experience within a Supply Chain, procurement or Goods transit/freight forwarding function in the Company, or
- Minimum 3 years of practical, relevant, and progressive experience in procurement, international freight forwarding of goods/equipment (preferably for the upstream Oil & Gas sector).
- Hands on experience on procurement systems (SAP, e-sourcing, etc.) and MS office applications (Word, Excel, PowerPoint, etc.)
- Excellent knowledge in Legal environment, Insurance, Tax.
- Good communicator, able to effectively interface with senior management and Contractor representatives at all levels
- Good command of English language is mandatory.
