Background

The Uganda Electricity Distribution Company Limited (UEDCL) is a limited liability company incorporated in Uganda under the Companies Act. UEDCL owns the 33KV and below voltage electricity distribution networks. The company sales and distributes electricity in Uganda as per ERA License issued on 31 December 2024 covering over 135 political districts, operates a modern pole plant at Lugogo, and executes key rural electrification schemes on behalf of the Government of Uganda.

Position : Procurement Officer-Projects
Reports to : Manager Procurement – Projects
Department : Supply Chain
Duty Station : Duty Area

Job Purpose
To support the procurement of goods, works and services for capital and operational projects, ensuring compliance with procurement regulations, cost-effectiveness and timely delivery. The role contributes to the successful execution of projects by coordinating procurement activities and managing supplier relationships.

Impact

The Procurement Officer – Projects ensures the availability of quality goods and services needed for project implementation. By facilitating efficient procurement processes, this position minimizes project delays, optimizes resource utilization, and ensures compliance with regulatory and organizational standards.

Key Result Areas
1.Support the manager Procurement Officer – Projects in developing and executing procurement plans
2.Prepare and issue procurement documents such as tenders, requests for proposals, and quotations
3.Conduct bid evaluations and assist in selecting the most suitable suppliers
4.Assist in the preparation and administration of project-related contracts
5.Monitor contract execution to ensure suppliers meet agreed-upon terms and timelines
6.Address and resolve issues related to supplier performance in collaboration with project stakeholders
7.Ensure procurement processes comply with legal, regulatory, and organizational policies
8.Identify potential procurement risks and recommend mitigation strategies
9.Build and maintain effective relationships with suppliers and service providers
10.Work closely with internal project teams to understand procurement needs and priorities
11.Coordinate supplier site visits and inspections where necessary
12.Supervise the Procurement Assistant, providing guidance and monitoring performance
13.Facilitate training and development to enhance the assistant’s skills and knowledge
14.Maintain accurate records of all procurement activities for audit and compliance purposes
15.Prepare and submit regular progress reports to the Senior Procurement Officer – Projects.

Person Specifications
Academic Qualifications

•Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field
•Professional certifications such as CIPS (Chartered Institute of Procurement & Supply) or PMP (Project Management Professional) are an advantage.

Experience
•At least 3 years of experience in procurement, with a focus on project-related activities.
•Familiarity with public procurement processes and regulations, especially in the energy or utility sector.
•Experience in supervising or mentoring junior staff is an advantage.

Competencies
•Understanding of project procurement practices, tendering processes, and contract management
•Familiarity with procurement systems and tools
•Ability to analyze procurement requirements and develop effective solutions
•Strong interpersonal skills to collaborate with stakeholders and negotiate favorable terms
•Capacity to manage multiple procurement activities, meet deadlines, and prioritize effectively
•Ability to guide and mentor the Procurement Assistant, fostering a productive team environment
•Commitment to upholding integrity, transparency, and accountability in all procurement activities.
