JOB DETAILS:
Position Description Summary
The Procurement Officer is responsible for the efficient coordination and management of Procurement functions for FHI 360 Uganda Country Office.
Specific responsibilities
• Implement and/or maintenance of standard FHI 360 Uganda Country Office Procurement policies and procedures.
• Ensure that procurement is carried out in accordance to FHI 360 Uganda Country Office and Donor-specific polices, and that FHI 360 and USAID procurement policies and procedures are adhered to all the time.
• Coordinate with Finance, Administration and Program teams to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
• Ensure that a transparent and responsive procurement processes are implemented and maintained.
• Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
• Ensure that all supplies and services required are delivered in time.
• Establishment and maintenance of ethical, professional working relationships with suppliers.
• Maintain supplier information for regularly purchased items and be informed of current local market conditions.
• Support and provide the appropriate trainings for FHI 360 Country Office staff as required.
• Manage and maintain an up to date and accurate procurement tracker for FHI 360 Uganda Country Office
• Any other duties or tasks delegated by supervisor.
Minimum Qualifications
• A bachelor’s degree in Procurement or a related field, acquired from a recognized institution is required.
• A full professional qualification in procurement, Chartered Institute of Procurement and Supply (CIPS) is required.
• Additional qualification/s or certifications in procurement will be of added advantage.
• A minimum of 5 years’ practical experience in the field of Procurement and Supply management with demonstrable knowledge of Public Procurement Laws of Uganda and USAID.
Skills, Competencies and Behaviours
• Demonstrated knowledge in Procurement.
• Demonstrated ability to create and maintain effective working relations with NGO partners, community-based organizations, and International Donor agencies.
• Strong interpersonal, writing, and oral presentation skills in English.
• Ability to work independently and manage a high-volume workflow.
• Relevant computer software skills and familiarity with procurement software (including, at a minimum, the standard applications in MS Office).
• Excellent interpersonal skills and experience establishing and maintaining good relationships with a wide variety of professionals and organizations.
• High integrity and proven commitment to accountability practices

Technology to be Used:
• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
