JOB DETAILS:
Purpose & Scope of the Role
The M&E Manager will oversee the project’s Monitoring, Evaluation, and Learning (MEL) needs. This includes developing the M&E plan, establishing performance indicators, coordinating data collection, and producing detailed reports to measure project impact. The role requires leadership, independence, and the ability to design robust monitoring frameworks.
Duties and Responsibilities
1. Planning
• Provide technical support in the design and development of the project’s M&E plan.
• Develop a Project Monitoring Plan (PMP) aligned with the project’s logical framework approach.
• Assist project staff in defining SMART objectives and selecting key performance indicators (KPIs).
2. Monitoring
• Collaborate with project partners to develop the M&E framework.
• Implement effective knowledge management systems, including baseline assessments and tracking project outcomes/impacts.
• Develop project-specific M&E tools, templates, and manuals (e.g., data flow charts, performance tracking).
• Conduct field visits to review project-specific activities and verify data accuracy.
• Train project staff and local partners on M&E processes, tools, and reporting.
• Coordinate regular data collection through project staff and stakeholders to track progress against agreed KPIs.
• Monitor focus area activities, expenditures, and achievements against expected outputs.
3. Evaluation
• Support the Steering Committee in designing and coordinating project evaluations (monthly, quarterly, mid-term, and end-line).
• Conduct data quality assessments to ensure reliability and validity.
• Analyze changes and patterns in KPIs to support project decision-making.
• Provide feedback on project performance to project leadership based on data findings.
• Determine appropriate quantitative and qualitative data analysis tools and procedures.
• Assist in capacity development for UCF’s M&E systems.
4. Reporting and Documentation
• Compile monthly, quarterly, and annual M&E reports for review by the Steering Committee.
• Ensure accuracy, timeliness, and relevance of data for internal and external reporting.
• Document lessons learned, success stories, and impact assessments to feed into overall project reporting.
Qualifications and Experience
• Education:
o Relevant University Degree.
o Master’s Degree (MSc) or Professional Training in Monitoring and Evaluation is an added advantage.
• Experience:
o Minimum of 5+ years of professional experience in project/program design, implementation, and M&E.
o Experience developing and using quantitative and qualitative data collection tools.
o Proven ability to analyze data using tools such as MS Excel, SPSS, Tableau, or other statistical software.
• Technical Skills:
o Strong knowledge of M&E frameworks, including Theory of Change and Logical Frameworks.
o Ability to train partners and staff in developing and maintaining robust M&E systems.
o Strong analytical and critical thinking skills for data interpretation.
• Communication and Reporting:
o Excellent written and oral communication skills, including the ability to simplify complex information for non-technical audiences.
o Demonstrable report writing and presentation skills.
• Other Skills and Attributes:
o Strong organizational and time management skills with the ability to handle multiple priorities under pressure.
o Experience working in diverse teams and managing sensitive stakeholder relationships.
o High level of independence, resilience, and attention to detail.
