Since 2000, the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF)has been supporting prevention of mother-to-child transmission of HIV (PMTCT) and HIV/AIDS care and treatment services in Uganda. EGPAF-Uganda is a leading provider of technical assistance to Uganda’s Ministry of Health, and provides clinical service delivery support at the facility, district, regional, and national levels. We work closely with Uganda’s Ministry of Health and other partners to increase access to comprehensive, high-quality HIV prevention, care and treatment, and TB services for women, children, and families living with and affected by HIV and AIDS.  EGPAF-Uganda currently supports services at 808 health facilities in 18 districts in the Southwest Region

EGPAF-Uganda is seeking to recruit a Procurement and logistics officer who will be responsible for ensuring that goods and services are competitively procured and in compliance with the donor(s), EGPAF and statutory regulations. The officer will at all times seek maximum value for money for EGPAF and ensure that goods and services are procured in time and deliveries made according to agreed terms and conditions. He/she will be responsible for maintenance of accurate, up to date and complete records in required formats for all procurement transactions. In addition, the officer will be responsible for ensuring that all invoices are properly supported and reviewed before submitting to finance for payment consideration. Further, this position will ensure that accurate procurement reports are prepared to support management decision making processes.

Key Duties and Responsibilities

  1. Carry out procurement processes in time and in line with EGPAF’s laid down policies, donor (s) regulations and applicable statutory provisions.
  2. Prepare formal invitations for bids and requests for quotations, including required special terms and conditions, performance, and technical criteria.
  3. Organize, moderate, and document procurement committee deliberations.
  4. Track orders and confirm system lead times, delivery dates, and costs.
  5. Ensure that the procurement processes are executed through EGPAF’s approved online system.
  6. Prepare weekly management procurement and logistics reports and any other ad hoc reports as may be required from time to time by the management.
  7. Ensure that all the vendors that EGPAF does business with are properly registered and are subjected to proper due diligence processes including Bridger/watchlist checks.
  8. Identify opportunities and implement actions aimed at achieving efficiencies in procurement and logistics processes.
  9. Advise/update the senior leadership and the procurement review committee on emerging procurement and logistics issues.
  10. Ensure that invoices are properly supported before payment consideration
  11. Facilitate good mutual business relationships with suppliers/vendors.
  12. Maintain up to date procurement documents filing system.
  13. Support the preparation of annual and ad hoc procurement plans processes.
  14. Perform any other relevant tasks that may be assigned from time to time by the supervisor

Required Skills, Knowledge, abilities and experience

  1. Bachelor’s degree in Procurement and logistics management with a minimum of 4 years’ hands on progressive experience in procurement and logistics preferable with an international NGO
  2. Ability to work with limited supervision.
  3. Relevant professional membership will be an added advantage
  4. Excellent written and verbal communication skills
  5. Hands on experience with ERP systems or any relevant procurement business solutions systems.
  6. IT savvy with Proficiency in Ms Office applications especially word and excel.
  7. Familiarity with USAID Rules and Regulations and Uganda procurement laws.
  8. Strong attention to detail, sound technical and analytical skills.
  9. Ability to take sound meeting minutes
  10. High standards of integrity.
  11. Good time management skills and the ability to prioritize.
  12. Ability to take self-initiatives and solve problems.
  13. Ability to handle multiple and conflicting priorities, and work under strict deadlines.
