Dimension
The Planning Engineer EPC is based on site on a 28/28-day rotation in Buliisa, Uganda.
He is responsible for ensuring the accuracy and quality of the planning outputs of the EPC Contractor in order that any significant deviations are highlighted to its Management whilst ensuring that schedule risks to project delivery are dynamically and effectively managed.

Activities
The job holder is responsible for:
To adopt and demonstrate exemplary behavior regarding HSE and to implement and control HSE rules and requirements within his area of responsibility.
To develop, implement and maintain procedures, means and tools to ensure the efficient organization and operation of scheduling, progress control and reporting activities.
To define (and update as necessary) a suitable Work Breakdown Structure complying with Project needs in terms of progress control, cost control and reporting, for all phases of the Project.
Liaise with Cost Controllers to ensure consistency of information.
To develop, update and revise the overall Package schedules as required by Package Management, and to provide analyses and simulations of new schedules also as required.
To assist Packages Management to review and comment on contractors' procedures and schedules, scheduling and progress control methodology, and to monitor contractors' execution schedule, to check and approve contractors' progress measurement and progress reports.
Analyze & perform ‘what-if’ simulations & propose corrective actions when Project milestones are threatened.
To consolidate Ugandan content man-hours from the package
To define (and update as necessary) a suitable Monthly Report structure complying with Concessionaire/Partners and Project needs.
To perform the reporting activities as informed and directed by the EPC Project Controls Leader.
To develop Project Monthly Report / Project Weekly Report (and any other report as requested) during all phases of Project, as directed by the Services Leader.
As a general manner, to support the Package and Construction Management for all matters related to scheduling and progress reporting and general reporting, and to manage all activities related to scheduling and reporting (as directed).
To timely report to the Project Control Leader and the Lead planner, highlighting progress and encountered areas of concern.
Context and environment
The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to the local environment and important presence of NGOs. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.
Multicultural environment: Contractors are in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
The project is at construction phase and aims for a Ready for Start-up (RFSU) target in 2026.
Accountabilities
Responsible for all the scheduling, planning and progress measurements and analysis of activities for the TILENGA EPC Package, and for the reporting at package level all along the course of the Project.
As such, the job holder is responsible for:
• Supervising, controlling and coordinating the activities related to EPC scheduling and planning and progress measurement; this includes active participation in the development of the integrated project schedule supervision of scheduling and progress measurement activities during the Execution phase.
• Developing and maintaining schedules at Package level, with analysis of critical path and potential clashes and proposal of remedial actions/solutions.
• Ensuring availability at all times of an updated and accurate scheduling and progress measurement documentation.
Ensuring reporting at Package level (issue of Weekly reports, Monthly Status Report...) as directed by the EPC Project Controls Leader.
Qualifications/Experience required
Qualification:
Bachelor of Science or equivalent in an Engineering discipline or Construction Technology area.
Experience:
Minimum 10 years’ experience in projects, with a minimum of 5 years’ experience in planning projects in Oil & Gas and/or Infrastructure related industries.
Extensive knowledge of MS Excel, MS Project and Primavera. Well-developed analytical and reporting skills.
Able to coordinate and work with other teams and have basic multi-disciplinary knowledge.
