Overview:
The Planning Officer (Economist) is responsible for economic analysis, strategic planning, and policy development to support URC’s growth and operational efficiency. This role focuses on data-driven decision-making to optimize resources and improve service delivery.
Key Responsibilities:
- Economic Analysis: Conduct economic and financial analyses to assess the viability of new projects, such as railway expansions, marine routes, or road infrastructure developments.
- Strategic Planning: Develop short- and long-term plans for URC, aligning them with national transport policies and economic development goals.
- Data Collection and Forecasting: Gather and analyze data on passenger and cargo trends, market demand, and operational costs to inform planning decisions.
- Policy Development: Provide economic insights to support policy formulation, such as pricing strategies, subsidies, or public-private partnerships.
- Monitoring and Evaluation: Track the performance of ongoing projects and initiatives, evaluating their economic impact and recommending adjustments.
- Stakeholder Collaboration: Work with government ministries, development partners, and other stakeholders to secure funding and support for URC’s initiatives.
- Reporting: Prepare detailed reports and presentations for management, highlighting economic trends, risks, and opportunities.
Person Specifications:
- Educational Qualifications: A Bachelor’s degree in Economics, Statistics, Development Planning, or a related field. A Master’s degree in Economics or Development Studies is an advantage.
- Experience: At least 3-5 years of experience in economic planning, data analysis, or policy development, preferably in the transportation or public sector.
- Skills: Strong analytical skills, proficiency in statistical software (e.g., SPSS, Stata, or Excel), and the ability to interpret economic data. Excellent report-writing and presentation skills are essential.
- Behavioral Competencies: Strategic thinking, attention to detail, teamwork, and the ability to communicate complex economic concepts to non-technical stakeholders.
