Description
JOB DETAILS:
War Child Canada (WCC) and Oxfam Canada (OCA) are partnering to implement the Geared for Success (GFS) project in Uganda and South Sudan. The project, funded by Global Affairs Canada (GAC), focuses on providing equitable and inclusive learning outcomes for refugee, internally displaced, and host community children and youth, particularly girls. It is a six-year initiative running from 2022 to 2027, with a total funding of $14.7 million CAD.
The project uses the Canadian Government’s Results-Based Management (RBM) approach, with key outcomes centered around:
1. Enhanced equitable access to education for refugee and IDP children, particularly girls.
2. Improved performance of local partners.
3. Strengthened collective action of local partners in advocating for gender-responsive education.
The assessment applies feminist M&E approaches, focusing on inclusivity, community-driven knowledge generation, and gender sensitivity.
Consultancy Summary
The assessment will analyze project progress and provide updated values for key indicators. A mixed-methods approach will be used, incorporating primary and secondary data. Key deliverables include:
1. Inception report with data collection tools and analysis approach.
2. Draft and final assessment reports with recommendations.
3. Presentations for validation and findings dissemination.
The consultancy team is expected to use feminist M&E principles and prioritize safety and transparency.
Key Indicators
Ultimate Outcome Indicators:
• Percentage of learners reporting improved access and quality of education.
• Community support for learners achieving educational goals.
Intermediate Outcome Indicators:
• Number of learners enrolled (disaggregated by gender, age, and disability status).
• Inclusivity of education in schools.
• Local partner staff’s confidence in advocating for gender-responsive education.
Immediate Outcome Indicators:
• Community belief in local partners as key enablers of education.
• Actions by community members promoting local partners.
Scope of Work and Deliverables
The consultancy team will:
• Design and implement data collection tools.
• Provide analysis aligned with project goals.
• Deliver a final report, including key findings, recommendations, and case studies.
The final report will include:
1. Executive summary with indicator values.
2. Recommendations on gender inclusion, sustainability, and capacity building.
3. Annexes with methodology, tools, and raw data.
Experience and Skills Required
• Expertise in mixed-method assessments and outcome harvesting techniques.
• Experience with feminist M&E practices.
• Proven ability to work in South Sudan and Uganda, with local context knowledge.
• Strong quantitative and qualitative data analysis skills.
• Familiarity with GAC program evaluation standards.
