JOB DETAILS:
Context and environment
Green Field Project, Tilenga is a remote location in UGANDA near Albert Lake with particular sensitive environmental conditions. Huge onshore challenging project: heavy and waxy oils produced from 31 pads, (with 10 located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bwpd of water treatment capacity. Dedicated to gas treatment, LPG recovery and storage facilities will be located at site with 25 trucks of LPG loaded per day (3 loading bay in operation). Reservoir pressure maintenance is ensured either by water injection and by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation. LPG extraction, storage and tankers loading facilities are part of the CPF facilities. Multicultural environment: employees are anticipated to be coming from a various part of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
Main Duties and Responsibilities:
• Promote and raise awareness of E&P Referential.
• Ensure that current E&P referential are made available to and properly applied within the affiliate's field operations entity.
• Coordinate feedback on E&P referential.
• In cooperation with relevant affiliate departments, prepare exemption requests and manage the general implementation and monitoring of exemptions.
• Define with QHSE entity, FO Manager, RSES, the HSE Objectives and operational safety initiative for the department on a yearly basis, ensuring application and follow up is done.
• Prepare site procedures for the downgraded situations management, system inhibitions, work permit system and other critical activities and tasks.
• Participate in assessing the HSE performance of field operations contractors during calls for tenders.
• Check that health, safety & environment risk management control and monitoring procedures are adhered to during preparation of works and operations.
• Participate in HSE site visits and follow up on actions required further to the visits.
• Participate in processing requests for modifications (RFM).
• Participate in the critical Lifting plan preparation in cooperation with Affiliate CPLO when required.
• Lead development, implementation and participate in the preparation of Simultaneous Operations (SIMOPS).
• Ensure that actions related to downgraded situations are adequately monitored.
• Ensure that actions related to system inhibitions are adequately monitored.
• Ensure that the work permit system is adhered.
• Prepare HSE dossier, Audit plan, contingency plan and technological risk assessment (TRA) with QHSE entity and operational team
• Assist in development of SITE Induction Video / Presentation preparation along with SITE Safety Induction Personnel Check List.
• Develop ERP for operation phase in cooperation with HSE department based on the major Risk scenarios.
• In collaboration with the site RSES and HSE superintendent, ensure that safety equipment is well maintained and properly operating. The OSL focuses on critical equipment.
• In collaboration with the site RSES and HSE superintendent, ensure that periodic drills prepared by the RSES are carried out. Check the availability of emergency resources and suitability of the management adopted for emergency situations.
• In collaboration with the CHEX, determine the training requirements for all field operations entity personnel, including new, local recruits. Determine other HSE training needs based on the context and local conditions. Ensure the quality and compliance of HSE training of field operations personnel.
• Check that HSE training of field operations personnel and service providers meets the affiliate's requirements.
• In collaboration with the CHEX, establish HSE objectives for the field operations entity.
• Develop a program, supervise the organization and running of HSE committees on sites and in Kampala.
• Participate in site inspections and audits, including Pre-Start Up Safety Review, OPERSAFE audits.
• As REX coordinator for the affiliate's field operations entity ,implement feedback procedures. Distribute all HSE alerts, field operations feedback notices ,safety feedback notices, and all other useful HSE information within the field operations entity and to all sites. Ensure that the affiliate implements REX recommendations. Ensure that feedback notices issued by the affiliate are published in the REX database.
• Ensure, along with the RSES, that risk assessment and management site tours are carried out on sites.
• Participate in technological risk management. He or she supervises the on-site application of actions stemming from technological risk management procedures.
• Participate in the Technical Integrity Review Team.
• Ensure that incidents and anomalies are identified, signaled, reported, recorded, and analyzed according to the E&P and affiliate's referential:
• Ensure that the lost time injury frequency rate (LTIF) and the total recordable injury rate (TRIR) are calculated for the field operations entity and published in the offices and on all sites.
• Ensure that incident and anomaly reports are analyzed so that trends can be identified, and the requisite measures taken.
• Participate in the analysis of incidents and accidents by identifying root causes, including human factors, activity factors, and management system failures.
• Lead cause tree analysis review and action tracking document. Ensure that action plans related to the corrective measures identified and implemented as planned.
• Check the quality of HSE reporting in the SYNERGI database, and, hydrocarbon leaks quantification, including their real and potential levels of severity.
• Develop a Hydrocarbon Leak Quantification Spreadsheet or other tool which shall be used by FOPS team for reporting – one data input source used in reporting.
• Define KPI and Monitor the HSE performance of all field operations contractors.
• Prepare LDAR contract, training, and organization for Tilenga site.
• The OSL ensures that HSE actions are adequately implemented. He or she assists, but does not substitute for, the RSES or HSE superintendent regarding HSE issues.
• The OSL liaises with other affiliate entities through regular contact with the OSLs of the drilling/wells and Logistics department.
• To fulfill the OSL's duties, the OSL uses the field operations management system (FOMS), the affiliate's HSE and integrity management systems.
Qualifications & Experience:
• Degree in Engineering or equivalent qualification
• 10 years minimum in Oil & Gas industry. Oil production affiliate exposure, Safety management, Site Production Supervision qualification in an operating environment (drilling, operations, with practical experience).
• Sound knowledge in HSE matters, legislations, Company HSE standards.
