SUBJECT: CONSTRUCTION OF ADDITIONAL COMPONENTS FOR WATER TREATMENT PLANT IN NAVWALE REFUGEE SETTLEMENT, ENTEBBE DISTRICT AND SUPPLY OF AGRO-FORESTRY SEEDLINGS AND INPUTS.

TENDER PERIOD/BIDDING PERIOD: SEPTEMBER 11th 2025 TO OCTOBER 14th 2025.

The Uganda Red Cross Society (URCS) is the country’s leading national humanitarian organization and a member of the International Red Cross and Red Crescent Movement. In partnership with the Australian Red Cross (AURC) and with funding from the Australian Development Agency (ADA), URCS is implementing the Humanitarian Project in Nakivale Refugee Settlement. The project addresses critical humanitarian needs in Water, Sanitation and Hygiene (WASH), Protection, Gender and Disability Inclusion and livelihoods. As part of the initiative, the Nakivale Water Treatment Plant is to be upgraded to enhance its performance and sustainability. The project also seeks to protect Lake Nakivale, the main water source, through the planting around the catchment area for enhancing biodiversity while simultaneously promoting sustainable livelihoods and food security among refugee and host communities.

URCS invites Sealed Bids from potential bidders for the following lots: LOT 1: Construction of additional Components for Nakivale Water Treatment Plant including Water Storage System, Back Wash System, Inspection Chamber-Rods, Sludge Thickening Tank, Drainage Channel and a Gate House in Nakivale Refugee Settlement, Entebbe District, to be completed by November 2026.

LOT 2: Supply of agro-forestry seedlings including fruit trees, shade trees, wood lots, and non-fruit plants, together with all materials such as tools, and inputs necessary for the establishment and operation of a tree nursery to be delivered at Nakivale Refugee Settlement by November 2026.

1. Invitation to bid documents can be obtained from URCS Supply Chain Office in Kampala Square from Thursday September 11th 2025 to Tuesday October 14th 2025 but issuance from Monday, September 15th 2025 to Friday 17th October 2025 for Lot 2 between 10:30am and 4:30pm.

2. Interested Bidders shall buy the invitation to bid documents from Supply Chain Department upon payment of a Non-Refundable Fee of UGX 150,000 for each Lot number. The payment mode shall be cash, payable at the Kampala Red Cross Society cash office.

3. Eligible Bidders must have:

• Registration/Confirmation of incorporation, income tax Clearance addressed by URCS, VAT registration Certificate, 2025 Trading License

• Company Profile with clear memorandum and articles of association or list of company management staff

• Evidence of a completed project of similar supplies / Works in the last 5 years

• Financial audited books of accounts for the last three years.

1. Qualified and interested bidders should submit two envelopes to URCS Office, not later than 14th October 2025 at 04:00 pm at Supply Chain Management Office within the period indicated above.

• Bid submission format: Two envelope system method will be used where the bids are expected to constitute two envelopes (technical Proposal) with financial for each Lot.

• Bid security: Not validly, format of the bid security, and the detailed award for evaluation criteria are fully reported in the bidding documents.
