JOB DETAILS:
JOB ROLE/ PURPOSE:
Prepare and process timely and accurate staff salaries/benefits to enhance staff motivation, well-being, and productivity.
KEY ACCOUNTABILITIES
1. Capture details of newly appointed staff into the payroll system to enable timely and accurate payment of staff salaries
• Receive staff appointments and confirm that the salary scales quoted in the appointment letters are as per the URA salary scale
• Categorize the employment terms under permanent or contract to enable computation of gratuity
• Capture staff details, entitlements, and deductions due into the Payroll system
2. Regularly update the payroll to maintain an updated and accurate record of staff details and salaries
• Receive and verify payroll amendments e.g. performance bonuses, training allowances, special allowances, acting allowances, etc for a given month
• Make computations of the adjustments to be made in the payroll
• Enter details in the relevant fields to ensure that accurate payments or deductions are captured and picked by the system
3. Process and reconcile payments /deductions on the payroll to ensure that accurate amounts are captured in the final payroll
• Run the draft payroll to confirm that the different amendments have been effected.
• Reconcile any variances and prepare the final payroll
• Submit the payroll to the Line Manager for review and onward submission to AC-HR for approval of payments
• Generate reports for the deductions and submit them to the relevant offices and institutions
4. Prepare Subsidiary payrolls for the month
• Capture details of newly appointed short-term employees into the patrol system to enable timely and accurate payment after deductions
• Verify all short-term employee claims to ensure validity, completeness, accuracy, and authenticity
• Upload wages and deductions of short-term employees into payroll systems and make any necessary adjustments
• Receive TREP staff payrolls from partner agencies and confirm validity, accuracy and completeness
• Run draft payrolls for Ugandan Short-term employees for both the Ugandan short-term employees under the Single Customs Territory and TREP employees
• Submit Payrolls to the line Manager for review, onward submission for approval for payments
• Process payments for statutory deductions of the subsidiary payrolls
• File monthly returns for the subsidiary payroll deductions
Qualifications
PERSON SPECIFICATIONS
Essential Requirements
• A Bachelor’s degree or its equivalency in; Finance, Accounting, Commerce, Economics, Statistics, Business Administration or any other business-related field from a recognized academic institution.
• At least two (02) years of experience with primary responsibility for payroll administration and processing in a reputable organization.
• Knowledge of Tax and other statutory payroll deductions
• An impeccable record of integrity.
Desirable Requirements
• Full or part professional qualifications in any of the following ACCA, CPA, CFA, CIA
• Experience working with Enterprise Resource Planning (ERP)-based payroll systems
• Experience with primary responsibility for payroll administration and processing
Knowledge
• Possession of knowledge of the Employment Act 2006, the Public Finance and Management Act, Treasury Accounting Instructions, the Income Tax Act, and the NSSF Act.
• Understanding details of full payroll processes
