Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The EHU Nutritionist will support Save the Children’s efforts in delivering effective, efficient and high quality emergency health and nutrition responses. The role will provide technical support to the Emergency Health Unit in emergency preparedness, contingency planning, sectoral assessment, programme design, capacity building, and policy development.

The EHU Nutritionist will have oversight of the nutrition activities undertaken by the EHU, providing nutrition technical leadership for the team and directly support programme implementation.

SCOPE OF ROLE:

Reports to: EHU Operations Lead- with a technical dotted line to nutrition and health technical advisers

Staff reporting to this post: NA (Whilst on Deployment: Nutrition Officer, Public Health Officer, Outreach teams)

Role Dimensions:

This role will provide Nutrition expertise and leadership to the deployment of EHU’s PHT modules (primary health clinic; diarrheal disease module; mass vaccination) with particular focus on the appropriate preparedness and prioritisation of nutrition programming for the PHT / EHU. You will provide guidance and support to the Ops and Clinical lead on nutrition best practice and approaches. You will also identify, train and supervise relevant EHU local and national staff.

KEY AREAS OF ACCOUNTABILITY :

Emergency preparedness

§ Become familiar with the overall content and function of the EHU (including nutrition and related modules such as acute watery diarrhoea management) and its deployment.

§ Lead on the integration of nutrition (including IYCF-E) into existing health and WASH modules.

§ Be familiar with organograms and budgets for each scenario.

• Lead on building the capacity of all EHU staff in nutrition (including IYCF-E)
• Support country teams to prepare for emergencies. Provide training and assisting in development of emergency preparedness plans as directed by the Head of EHU PHT.

Deployment

The post holder will receive a context specific ToR for each deployment, which will draw upon the responsibilities outlined below.

• To provide nutritional technical leadership for multi-sectoral assessments, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
• Prepare and oversee nutrition programme implementation to ensure timely delivery of programme activities.
• Ensure the nutrition programme is integrated across public health and cross cutting thematic areas, with a specific focus on the integration of IYCF-E.

§ To liaise at project level with country team, greater SC humanitarian response and together with the country nutrition lead and teams, MoH and nutrition cluster contribute to effective integration and exit strategies.

• Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, ensuring the specific needs of children are being addressed.

§ Ensure patients records and clinic registers are completed according to both SC and MoH requirements. Ensure use of established nutrition reporting formats for data collection, analysis and report on daily & weekly activities to the Team Leader and Head of EHU (if not already developed by the Country office).

• Ensure the delivery of nutrition education and promotion activities in close coordination with the clinical lead and sector leads.
• To work with medical logistics to ensure strong supply management and to support ongoing therapeutic food and routine medication orders.
• To monitor the performance of the EHU through regular meetings review of DHIS and project reporting systems and direct monitoring visits, working closely with the country M&E team. Ensure accountability of activities as per protocol and beneficiary feedback.
• Take steps to document lessons learned, from nutrition programmes, for wider dissemination.
• To contribute to donor proposals and reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.

Leading and supervising

• Working closely with the HR team, identify nutrition staffing needs (national) and ensure rapid recruitment, induction and training of new staff.

§ To supervise the nutrition teams, to ensure the maximum use of their skills and their full and effective participation in project site and to monitor the quality of care in the stabilisation centres and outpatient therapeutic programmes and other nutrition activities.

§ Identify ongoing training needs and capacity gaps of the nutrition staff in country, provide relevant training and associate with partner organizations to improve performance. Work as a mentor and role model for less experienced staff.

§ Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

§ Any other tasks as assigned by the Team Leader and Head of Operations.

QUALIFICATIONS

• Fluent written and spoken English
• Desirable: Proficiency in a second language such as French, Arabic, or Spanish.

EXPERIENCE AND SKILLS

Essential

• Strong experience and knowledge of wasting programming, treatment methods and screening
• Experience with the set-up and management of Stabilisation Centres
• Highly developed technical competencies in nutrition in emergencies, including infant and young child feeding (IYCF)
• Significant experience working internationally in nutrition programmes in a humanitarian context and previous first phase emergency response experience
• Previous experience of nutrition project management and programme coordination, implementing nutritionprogrammes within donor constraints, on time and within budget

· Experience working in the INGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments.

· Experience of working with a diverse team and building relationships quickly, with a wide range of people, both internally and externally

· Experience of and commitment to working through systems of community participation and accountability and behaviour change communication experience

· Demonstrated monitoring and evaluation skills

· Ability to work both in an advisory and a hands-on implementation capacity

· Proven capacity to supervise, train and coach staff.

• Highly developed writing skills (e.g. at level for producing an assessment report or proposal during a short time period)
• Strong communications skills (both written and verbal) at a level appropriate for high level external representation (lobbying, presentations) and ability to tailor communications to different audiences

• Proficiency in a 3rdnd language such as French, Spanish or Arabic
