Notice Of Request For Pre-Qualification
Development of Layibi market in Laroo-Pece Division in Gulu City
Under Open Bidding Method in accordance with the PPP Act 2015 and PPP Regulations 2019
Gulu City Council in collaboration with United Nations Capital Development Fund (UNCDF) intends to involve private sector partners in the development of Layibi market in Laroo Pece Division using the Public Private Partnership (PPP) arrangement in accordance with the PPP Act, 2015.

Project Description
The market facility is estimated to accommodate approximately 70 stalls and 148 lockups. The structure will be well-equipped with hygienic washrooms, a waste collection area, proper drainage, and internal pavements as well as provisions for PWDs. This however does not limit the private sector from introducing further innovations to make the project more bankable.
Gulu City Local Government is providing 0.526 acres of its land in Laroo Pece Division, near the Gulu Industrial hub, for this project, while UNCDF has provided minimal grant funding to the Local Government, that can be used as its additional contribution to the project.

Request for Pre-qualification documents
Interested and competent companies with the capability to design, build, finance and operate the Layibi Market are required to pay Uganda Shillings 200,000/= (Two Hundred Thousand) only in order to receive the Request for Pre-qualification. The closing date and time for purchase of the RFD document is 30th November 2024 at 4:00 PM, local time. ONLY bidders who have paid for the pre-qualification documents shall submit bids.

Bid Submission
Request for Pre-qualification bid clearly marked "Request for Pre-qualification for the Layibi Market PPP Project" should be delivered not later than 2:00 PM local time on 16th December 2024 to the address below:

The private sector partner will be selected in accordance with the Uganda Public Private Partnerships Act 2015. Regulations and Guidelines. The applicants are free to propose innovative models for best use of the proposed land and development of the area.
