Lake Kyoga Basin through Nature-based and Clean Energy Solutions

Title: Project Development National/Technical Consultant – Gef8 LDCF

A. Project Background
The United Nations Framework Convention on Climate Change agreed to establish a dedicated fund for least developed countries, the LDCF in 2001. The Least Developed Country Fund aims to support least developed countries in achieving their National Adaptation Programs of Action and financing adaptation in the face of climate change. The GEF-8 Goal of the LDCF adaptation strategy is to facilitate transformational adaptation in developing countries, towards achieving the Paris Agreement’s global goal
on adaptation based on the whole-of-society approach. GEF emphasis targeted intervention that have the potential to deliver transformative outcomes and will lead to long-term climate resilience at the system level trough (a) Ecosystem and nature-based climate adaptation solutions; (b) Landscape and value-chain based approaches for food and water security; and (c) Regional approaches focusing on rural areas for climate resilient infrastructure and services.

WWF-Uganda discussed a potential project for LDCF financing to be executed by the Ministry of Energy and Mineral Development (MEMD) and, to be submitted by WWF GEF Agency to the GEF Secretariat by February 2025.
The WWF project “Enhancing community and ecosystem resilience of the Greater Virunga Landscape (GVL) and Lake Kyoga basin through nature-based and clean energy solutions” aims to enhance the climate resilience of Indigenous people and local communities in the Greater Virunga Landscape and the Lake Kyoga basin through nature-based and clean energy solutions. The proposed requested GEF funding will help increase the resilience of the local communities in the face of long-term climate change and associated hazards such as i) more intense, frequent and prolonged droughts, ii) torrential and poorly distributed rainfall, iii) increased flooding and landslides, and iv) rise in temperatures by reducing vulnerability, increasing adaptability, and improving the transfer and expansion of locally appropriate nature-based and renewable energy solutions.

The project’s overarching objective is to strengthen climate resilience of vulnerable communities, and ecosystems in Kisoro, Kanungu and Serere districts through promotion of Nature-based and clean energy solutions. This objective will be achieved through four mutually interrelated outcomes focusing on improved coordination, policy and institutional frameworks for climate resilience; promotion of
bankable NbS, renewable energy and energy efficiency as an adaptation mechanism; and strengthening project monitoring, evaluation and learning through the following three components:
Component 1: Institutional and organizational capacity strengthened for planning and implementation of climate adaptation mechanisms
Component 2: Innovative, viable and transformative NbS and clean energy interventions developed and upscaled to reduce climate risks
Component 3: Project monitoring, evaluation, and learning strengthened to enable adaptive management, replication and sustainability

Objective
The detailed project design process is scheduled to take about 9 months. To support this process, WWF Uganda Country Office is requesting the services of a National Expert, to work in close collaboration with the Project Development Team (comprised of the Lead Project Development Consultant, the Government of Uganda, WWF Uganda Country Office, WWF GEF Agency, other consultants and key stakeholders) to support the project development and documentation process for the project. Under the guidance of the Lead Consultant, the national technical consultant will contribute to the project design in support of Government priorities and in accordance with WWF and GEF standards.
Under the guidance of the Lead Consultant and the Project Preparation Grant (PPG) working group, the national consultant will support the timely delivery of all inputs relevant to the full Project Document package, including the Uganda GEF Project Document (ProDoc) including a detailed budget and workplan, GEF Request for CEO Endorsement document, Letters of Co-financing, and other requested materials as mutually agreed with WWF and the government of Uganda, and as outlined in the project development workplan.

Main responsibilities
• Thorough desk review of the Project Document and supporting documents, WWF, GEF and government policies, etc.
• Coordinate closely with the Project Development Team.
• Assist the Lead Project Development Consultant in drafting the Inception workshop materials.
• Undertake meaningful stakeholder consultations from local to national level to inform project design with guidance from PPG Working Group and in compliance with WWF policies, ensuring feasibility and agreeing on interventions with key stakeholders; prepare meeting minutes, summaries of consultations and lists of attendees.
• Prepare a Stakeholder Analysis and Stakeholder Engagement Plan and Report according to WWF GEF standards and guidance (see https://wwfgeftracks.com/consultrefine/stakeholder-engagement-plan).
• Provide specialist inputs and expertise for the baseline/situational analysis (see: https://wwfgeftracks.com/detailed-design/technical-design) – provide information on the global environmental problem or climate vulnerability, analyze threats and barriers, address how the project will build on the baseline and ongoing investments and how this approach fits with country priorities.
• Conduct desktop and field-based research to cover critical information gaps;
• Work with the Lead Consultant, WWF, and Government stakeholders to develop criteria for site selection for specific project activities, undertake site selection and get consensus from partners.
• Develop for each selected site, a brief report describing the geographical situation, socio-economic and ecological baseline, biodiversity value as well as the specific climate, energy and other related challenges to be addressed supported by GIS maps.
• Collect core indicator information and data for the GEF tracking tool at Year 0 as well as define and agree on indicator targets for the project with Executing Agency and project partners.
• Review and provide input to the GEF Project Document and accompanying
• documentation (Request for CEO Endorsement document, Results Framework and GEF core indicators, and other requested materials).
• Prepare reports and present to the PPG Working Group, and stakeholders
• Participate in the PPG Working Group meetings, PPG field work missions, and stakeholder, review meetings;
• Perform other duties as required by the PPG Working Group in the project development process.
• Duty Station: Uganda with regular virtual and physical meetings, and possibility of travel to project sites.

Roles, Collaboration and Supervision
The National Technical Consultant will administratively report to the Project lead - WWF Uganda.

He/she will work under the guidance and supervision of the Lead Consultant. The PPG Working
Group will review and approve the National Technical Consultant’s deliverables.
The National consultant will work closely with the Safeguards consultant and Gender specialist to
ensure that gender and safeguard components are well considered in the GEF project document.
The WWF GEF Agency Project Manager will provide guidance on WWF GEF project development
process and requirements.
Three review processes will take place, including (a) project storyline, outline, and revised Table
B, (b) Draft ProDoc v.0, and (c) full draft of ProDoc v.1. The review panel shall include the PPG
Working Groups, government agencies, WWF network experts, the extended WWF GEF team,
and external specialists.

Qualifications and Experience
National Technical Consultant Expertise requested includes: Natural Resource Management,
Sustainable Land Management, Protected Areas Management, Alternative Livelihoods, Community
Engagement, Nature based solutions (NbS) and Climate change Adaptation, Energy utilisation.

Required experience and expertise of the consultant or consultancy team:
• Certified Academic and professional qualifications;
• At least five years’ combined experience in conservation agriculture, productive landscapes, protected area policy and management;
• Bachelor’s degree in Natural Sciences including: Environmental management, Forestry, Ecology,
• Agriculture, Rural Development, Natural Resources Economics, Natural Resources Management,
• Public Policy or other related fields];
• Master’s Degree in Natural Sciences including: Environmental management, Forestry, Ecology,
• Agriculture, Rural Development, Natural Resources Economics, Natural Resources Management,
• Public Policy or other related fields or equivalent experience in a related field;
• Prior experience in drafting similar project documents
• Knowledge of private sector- and community-based approaches to;
• Excellent analytical, research, project design and presentation skills;
• Excellent verbal and written communication skills in English;
• Available for regular virtual and physical meetings with PPG Working Group and takeholders;
• Available for 2-3 missions to field sites;
• Able to collaborate with project development partners and take guidance and feedback from the WWF GEF Agency and Lead Consultant.
• Demonstrated community and stakeholder consultation experience.
• Proven record of similar work in Uganda.
• Preferably a Ugandan citizen or resident.
