JOB TITLE: National Technical Assistant-Governance
DUTY STATION: KAMPALA.
CONTRACT DURATION: UNTIL 31st MAY, 2023.
START DATE: SEPTEMBER, 2020

Function:

Enabel, the Belgian Development Agency, together with different Government Ministries, are implementing the bilateral Cooperation between Uganda & Belgium.
Enabel in Uganda is implementing a new Project-SG+ intervention with funding from the European Union. In this framework, the SG+ Project is seeking to recruit ONE (1) National Technical Assistant-Governance.

Major Roles And Responsibilities:

Result Area 1: As Governance Officers

• Provide technical input in the design, formulation and execution of the Work Readiness Program of the Project;
• Assure that all scheduled Skills and Attitude activities are duly executed by the project or by the Grant beneficiary and its selected partners at the highest possible quality and completion;
• Assure that the selected service providers for the Work Readiness Program are delivering their trainings in full compliance with the agreed quality standards;
• Ensure close technical support and follow-up of activities implemented by the Project;
• Active involvement in the further capacity building activities oi the Project towards the Grant beneficiary in relation to Governance and Anti-corruption;
• In close cooperation with the IM, active involvement in the operational and strategic planning of the Project including technically contributing to the establishment of the agreed quarterly and annual reports.

Result Area 2: As Operational Manager:

• Assisting in managing the start-up, implementation and closing of the Project;
• Ensure that the method and procedures to be used are communicated with the staff members concerned; Provide internal and external expertise;
• Assisting in organizing evaluation missions and support/ learning missions;
• Facilitate and follow up scientific and technical missions;
• Assisting in ensuring that the Project delivers high-quality quarterly and annual operational plans, in accordance with the strategy priorities;
• Monitor the main risks of the Project in view of achieving the desired results;
• Assist in steering the adoption process of appropriate preventive and corrective measures;
• Supporting that the Project builds, manage and shares knowledge in a professional and strategic way, considering the lessons learned of similar projects managed by Enabel in Uganda and elsewhere.

Result Area 3: As Facilitator:

• Assess the maturity of the PSFU management;
• Support PSFU in identification and implementation actions to be taken to improve their management as well as how to implement these actions;
• Support facilitating the change process; ~ in association with the partners; adapt and optimize the organizational processes, improve the systems and strengthen PSFU staff competences.
• Assist in submitting the governance strategies to the steering committee (and via the Resident Representative/Country Portfolio Manager) to allow for the optimal implementation of the Project;
• Assisting in the reporting on a regular basis about the progress of the Project,
• Assist in delivering analyses and ideas for the development of future Projects;
• Provide support in producing evidence of the Project’s added value for the development results.

Result Area 4: As People Manager:

• Motivate, coach and follow up staff members;
• Create an atmosphere of trust and accountability;
• Develop the competences of co-workers;
• Promote a positive internal atmosphere and manage conflicts within the entity.

Qualifications:

• A Master’s Degree or equivalent in the Technical fields of Law, Development Studies
• Studies in Anti-corruption; legal perspectives in Development work is of an added advantage.

Experience and Minimum Profile:

• Minimum 5 years’ project experience in the field corporate Governance Anti-Corruption and Transparency fields.
• Knowledge and experience in Procurement, Digitalization we well as corporate Governance practices in Uganda in the Private Sector;
• Experience of working with the Private-sector in a capacity building and training function;
• Profound experience in Project Cycle Management (POM);
• Proven experience in Grant Management;
• Relevant experience in facilitating the cooperation between skills development providers and private sector stakeholders;
• Experience in setting-up and implementing monitoring systems for PS-development programmes and also in advising on policy issues at Ministry level concerning educational issues;
• Previous experience in managing skills and attitude programmes is an asset;
• Solid references in human resource development and management
• Experience of working with educational institutions and private sector;
• Experience working for a bilateral or multilateral agency would be an advantage.

Salary Package

Enabel will offer a competitive Gross Salary based on years of experience. medical insurance and a 13th Month package paid in December.
