JOB DETAILS:

The National Programme Coordinator (ADA Funded Projects) will be responsible for ensuring that the ADA funded projects are being implemented effectively and efficiently to ensure that the planned results are achieved. Under the overall supervision of the Head of Programmes, the NPC (ADA Funded Projects) shall provide technical and programmatic support to the project team leaders of the respective ADA funded projects. The position collaborates with Finance team to ensure that the funds and other resources are well utilized for the benefit of the targeted families and communities. The NPC will liaise with the ADA project team within and outside the Uganda and ensures that the relevant projects key information and updates are shared as and when required.

KEY TASKS & RESPONSIBILITIES: Strategic Leadership of ADA Funded Projects

• Providing leadership for the successful execution of ADA-funded projects in SOS Children’s Villages Uganda.

• Participating in the development of concept notes and project proposals for ADA-funded projects.

• Handling all communications from SOS Children’s Villages Austria or ADA Field Office in Kampala that seek clarification about the project in consultation with the Supervisor and Regional Office.

• Coordinating and synergizing the efforts of the respective Coordinators and Programme Directors of ADA funded projects towards the achievements of the objectives of the projects.

• Developing a mechanism for management of ADA-funded projects.

• Establishing and maintaining regular contact with SOS Children’s Villages Uganda / ADA Project Team within and outside the National Association by organizing face to face meetings and attending ADA related forums etc.

Programme Development, Planning and Implementation

• Lead on the review of program strategies and approaches for ADA funded projects in collaboration with the Head of Programmes and project team leads.

• In collaboration with the Finance team and Project team, develop short and long-term plans and budgets for ADA-funded projects.

• In liaison with the National Family Strengthening Programme Coordinator verifies that the ADA funded projects are implemented in accordance with the quality standards of SOS Children’s Villages Uganda.

• Providing on-site awareness raising or capacity building support to relevant program staff where gaps in quality management exist.

• Supporting in the recruitment of consultants for terminal evaluation of ADA funded projects and joins the consultant during field work, if need be. Monitoring, Evaluation and Quality Assurance

• Develop a quality management system to provide information and support the implementation, monitoring and evaluation of quality standards in the projects as per donor requirements.

• In liaison with M& E Manager supports to design tools to monitor and report on the project as per the Result Based Management system and donor requirements

• Organize joint monitoring visits and cross learning events across ADA funded projects and countries

• Undertake regular monitoring visits to project implementation sites.

• In collaboration with the National M&E Manager Identify, document and share key program learnings. Financial Resource Management

• In consultation with Project Finance team, Project Managers/Coordinators and Program Directors participates in preparing project budgets and submit to the relevant ADA Project Teams for review and finally donor approval.

• In collaboration with the Project Finance and ADA Project team leaders participates in budget in tracking to ensure utilization and use of funds for intended purposes in accordance with approved procedures and ADA requirements

• Propose revisions to the budget, if necessary, in response to significant or unforeseen developments.

• In collaboration with the Project Accountant, ensures that all funding files, (electronic, system and paper) are complete and kept up to date. Human Resource Management

• In collaboration with Programme Directors, participate in Performance Management of the Project staff through providing feedback on individual performance.

• Assess capacity gaps and implement a capacity development plan based on the available project budgets.

• Engage internal and external resources to respond to the capacity gaps of the ADA projects staff.

• Participates in ADA Project staff recruitment where need arises

REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCES:

The candidate must possess a Bachelor’s Degree in Development Studies, Project Planning and Management, International Relations, Gender & Conflict, Social Work and Social Administration, Social Sciences, or another relevant field; a master’s degree is an added advantage. They should have a minimum of four years’ management-level experience in humanitarian or development work within an international context—preferably with NGOs—along with proven experience in multi-country project management, strong technical knowledge in gender equality and inclusion, and expertise in managing protection, GBV, livelihoods, or child protection projects in refugee settings; additionally, they must demonstrate excellent leadership, people management, interpersonal, and negotiation skills, experience working with government and international agencies, strong diplomatic and stakeholder engagement abilities, advanced computer proficiency, and fluency in English. “SOS Children´s Villages has zero-tolerance for sexual exploitation, harassment, and abuse nor fraud and corruption, amongst other safeguarding aspects.
