Organizational Setting:

 

FAO Uganda supports efforts that enhances the capacity of stakeholders to harness positive effects of migration” in Uganda to create income-generating opportunities in agribusiness by tapping into the entrepreneurial potential of diaspora through investment and knowledge transfer, while also fostering policy dialogue. These efforts will contribute to the implementation of the Global Compact for Migration (GCM) at country level through the existing National Coordination Mechanism on Migration (NCM) to which FAO is a member.

Reporting Lines;

 

The National Consultant will report to the FAO Representative, Antonio Querido, through the Policy Officer, JeanMarie Byakweli, while also reporting to the technical team at FAO-Headquarters, namely to the ESP Rural Migration Officer, Jacqueline Demeranville, and to the ESP Social Protection officer, Omar Benammour, who coordinate the Programmes at the global level. The National Consultant will work in close collaboration with FAO-Headquarters international migration consultant, and the Youth, Migration and Social Protection FAO Uganda focal point.

 

Technical Focus:

 

Support the implementation of the migration and social protection interventions in Uganda.

Tasks and responsibilities:

 

Support migration activities under the ‘”Strengthening Capacity to Harness Positive Effects of Migration” (FMM/GLO/133/MUL) Project, the consultant will be required to perform the following tasks;

  • Work closely with FAO-HQ Migration Team and FAO-Uganda National Coordinator to support project implementation, following the results chain and activities defined in the project log frame, and supporting the day to day implementation and monitoring of programme activities, including support to organizing periodic meetings and workshops;
  • Support the service provide in charge of organizing the diaspora in agribusiness investment day to take place in Kampala, by engaging with diaspora organizations that will participate in the event, dealing with event promotion, communication material, logistics and reporting;
  • Support FAO’s involvement in the National Coordination Mechanism on Migration (NCM), including by participating and contributing to NCM working group discussions, supporting the set-up of the diaspora NCM working group and related events, and GCM Action Plan development consultations;
  • Strengthen FAO-IOM collaboration on rural migration, in particular by advocating for the FAO-IOM MoU field component, and providing technical support to joint proposal development;
  • Support resource mobilization efforts on rural migration, including searching for relevant calls for proposals and establishment of linkages and collaborations with migration and refugee national initiatives (in coordination with FAO Uganda Food Security and Livelihoods Coordinator) and preparation of related concept notes

  • Support social protection activities under the Transforming the face of agriculture: promoting socio-economic inclusion” (FMM/GLO/136/MUL) Project, the National consultant will be required to perform the following tasks:

  • Finalize the coherence study between agriculture and social protection and present the results;
  • Support a microsimulation analysis of joint agriculture and social protection interventions and present the results;
  • Support the preparation of a national consultation to advocate for an integrated approach for social protection in government policies and frameworks;
  • Implement a series of consultations to improve the collaboration between ministries (MAAIF, MGLSD and OPM) in the development of a farmer registry and a social registry in Uganda;
  • Support the FAO focal person on social protection to organize two-days High Level conference;
  • Support FAO Uganda Social Protection and Youth Employment focal point in collaboration with FAO Uganda Food Security and Livelihoods Coordinator to organize a one-day technical workshop to finalize the CN of the pilot project and discuss potential funding.

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

 

Minimum Requirements   

  • Advanced university degree in Migration Studies, Development economics, Development Studies,  Agricultural economics and rural development,  Social Science or related fields.
  • At least 5 years of relevant experience working in related fields of migration, social protection, agribusiness, rural development, and economic inclusion.
  • National of Uganda.

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Good understanding of the government structure and experience in working with UN agencies is preferred.
  • Prior experience in policy assistance and/or programme management in the field of migration, agribusiness and social protection
  • Prior experience in organizing large events
  • Prior experience in national and/or regional processes on migration, social protection agriculture and rural development
  • Evidence on good writing skills and publications is required
  • A combination of rigorous quantitative analysis and qualitative analysis is required.
