Job Title: National Content Officer (2 Job Vacancies)

Duty Station: Kampala, Uganda
Reports to: National Content Specialist
About Organisation:
The Uganda National Oil Company (UNOC) Ltd was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream storage) Act, both of 2013 and incorporated under the Companies’ Act, 2012. It is a limited liability company wholly owned by the Government of Uganda. The overall function of UNOC is to handle the State’s commercial interests in the Oil and Gas industry and ensure that the resource is exploited in a sustainable manner.
Job Summary: support day-to-day coordination and delivery of various national content activities in line with the agreed national content strategy and work plan.
Key Duties and Responsibilities:
- Support the Company Procurement processes by reviewing national content elements in tenders and contracts in line with regulatory requirements, Company & Project strategy, and Company & Project national content program.
- Support the Company skilling initiatives for Ugandans by coming up with training and capacity building initiatives to meet the National content requirements.
- Comprehensive review, evaluation, and validation of national content proposals (plans & commitments) in procurements (pre-qualifications, calls for tenders etc.)
- Support review of accuracy of national content requirements in contracts (national content exhibit, approved proposals etc.).
- Routine monitoring of National Content compliance by UNOC Contractors and Suppliers
- Creation, presentation, and submission of National Content Performance reports.
- Coordinating the organization of UNOC Supplier engagements and other external engagements related to National Content promotion.
- Support in monitoring internal (Company & Project) and external (contractors) national content implementation performance, and compliance.
- Keep up to date with activities, monitor and report on internal (Company & Project) and external (contractors) national content implementation, performance, and compliance.
- Effective, accurate and timely implementation and reporting of internal (Company & Project) and external (contractors) national content work program activities.
- Provide support in other national content aspects such as work program activities, audits and method improvement
- Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s)
Qualifications, Skills and Experience:
- Bachelors Degree (Hons) in Business Administration, Human Resource Management, Public Administration, Engineering, Physical Sciences, Procurement or related discipline from an internationally recognized University.
- A minimum of four (4) years working experience in the Oil and Gas Sector or a busy Manufacturing or Construction Environment or service industry.
- Good knowledge and understanding of procurement and contracting (especially in oil & gas shall be an added advantage).
- Good knowledge & understanding of Uganda oil & gas activities and national content related laws, regulations and policies.
- Good knowledge and understanding of skilling and training for the Oil and gas sector.
