SCOPE OF WORK
MAIN OBJECTIVES
The overall programme of the Uganda Country Action Plan is focused on supporting the Ministry of Education and Sport (MoES) in implementing the Teacher Policy (TP) at policy, institutional, and operational levels through its new orientations.
The general objective is to support the implementation and monitoring of the 2019 National Teacher Policy (NTP). Given that the NTP is now 5 years old and faced delays due to COVID-19, a mid-term review is required to:
- Take stock of progress so far.
- Provide key recommendations and operational targets for the next 5 years without requiring a heavy revision process.
Specific Objectives:
- Perform a mid-term review of the National Teacher Policy.
- Develop a budgeted operational plan for the next 5 years.
METHODOLOGY & GENERAL APPROACH
The international expert will work closely with a national consultant:
- The international expert will be responsible for all deliverables.
- The national consultant will support the process by providing local context insights, operational knowledge, and inputs to the deliverables.
The consultancy will take place over a 40-day period, with the national consultant working for 20 days.
Key Activities:
- Scoping Meeting:
- Organize an initial meeting with the MoES and the Facility.
- Deliverable: Inception report with methodology, responsibilities, and updated timetable.
- Mid-Term Review:
- Document Review: Analyze policy documents, reports, and data.
- Stakeholder Consultations: Conduct interviews and focus groups with teachers, school administrators, and policymakers.
- Data Analysis & Reporting: Compile findings into the Mid-Term Review Report.
- Assessment: Identify gaps and provide a roadmap for the next phase of implementation.

ROLES AND RESPONSIBILITIES
The Ministry of Education and Sport (MoES):
- Provide documentation and facilitate meetings with stakeholders.
- Organize workshops and provide workspaces.
- Comment on and approve deliverables.
The Facility (RTIA):
- Contract and onboard consultants.
- Monitor work progress and ensure quality control.
- Share deliverables with stakeholders and gather feedback.
- Validate final deliverables.
The National Consultant:
- Support the International Consultant throughout all activities.
- Provide local context insights and knowledge.
- Conduct stakeholder consultations, including preliminary interviews.
- Assist with the literature review and data compilation.
- Co-facilitate workshops and provide inputs to deliverables.
PRESENTATION OF THE FACILITY
The Regional Teachers Initiative for Africa (RTIA), funded by the European Union via the DG INTPA, aims to:
- Improve teacher governance, management, attractiveness, and gender balance.
- Enhance the quality of teacher professional development using digital tools, peer learning, and innovation.
The RTIA achieves its objectives through:
- Window 1: Technical Assistance for teacher policy/governance.
- Window 2: Testing and scaling teacher training programs.
- Window 3: Creating evidence and supporting evidence-based policymaking.
The Facility, co-implemented by Expertise France, Enabel, VVOB, APEFE, and EDUFI, serves as the governance body to ensure coordination with UNESCO and the African Union Commission (AUC).
The first phase runs from February 2024 to January 2027 with a total budget of EUR 46 million.
EXPERT PROFILE
Academic Qualification:
- Degree in Education, Educational Management, or a related field.
- Certifications in digital education or teacher training are a plus.
General Work Experience:
- Minimum 5 years in the education sector.
Specific Work Experience:
- Experience conducting policy reviews and developing operational plans.
- Significant experience with MoES, especially in Teacher Education and Training.
Language Proficiency:
- Proficiency in English (written and spoken).
Interpersonal & Soft Skills:
- Strong analytical and problem-solving abilities.
- Excellent communication and presentation skills.
- Ability to collaborate with stakeholders from various sectors.
- High adaptability and flexibility.
Additional Assets:
- Knowledge of Uganda’s education policies and frameworks.
- Experience in workshop facilitation and stakeholder engagements.
- Familiarity with gender equality and inclusive education policies.
