Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of  Monitoring and Evaluation Officer NOB to be based in Arua. Selected candidates will be employed on Fixed Term.

ORGANIZATIONAL CONTEXT

This function is expected to support the Northern Uganda programmes, specifically Social Protection to ascertain that relevant progress and performance information is collected processed and analysed on a regular basis to allow for real-time, evidence-based decision-making. Working closely with the District Local Governments, this function is expected to strengthen WFP’ and DLGs processes and methods for Social Protection monitoring (such as regular input and output data gathering and review, participatory monitoring, process monitoring) and for evaluation (including impact evaluation and thematic, surveys, economic analysis of efficiency and the digital management information System, which is an organized data hubs to assist managing key numeric information related to the social protection programmes plan and the analysis.

JOB PURPOSE

Support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive)

Provide technical inputs to the District Technical Planning process to align with results-based planning of social protection activities;
• Support WFP, DLG and partners’ planning and implementation of Social Protection monitoring activities on effectiveness integrated programme intervention (e.g. beneficiary needs and status, social inclusion and transfer, food and nutrition security status, poverty levels, programme modalities, implementation challenges, etc.).
• Introduces participatory M&E with the DLGs with the potential benefits for local governance, for key actors, and for multi-stakeholder processes. Support identification of monitoring, review and evaluation needs during programmes/project planning and implementation.
• Support training of WFP and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
• Amplify the role of M&E across all programmes and DLGs development plans and includes broad indicators. Also refers to cases where DLGs have established M&E systems
• Contribute to the analysis of output and outcome data and recommend improvements to Social Protection programme interventions and to enhance WFP’s and DLGs’ ability to demonstrate outcome focused results.
• Support the development, design, and writing of proposals and concept notes for related programming information management and reporting
• Create and integrate graphics in reports and information products to help visualize data in a meaningful way

STANDARD MINIMUM QUALIFICATIONS
• Advanced University degree in Monitoring and Evaluation, Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
• Membership of a recognized M&E Professional Association
• Demonstrated ability to develop and maintain productive, professional relationships with government and local community counterparts, donors, civil society and other stakeholders
• Excellent oral and written communication skills
