JOB DETAILS:
Purpose & Scope of the Role
The Procurement Officer will oversee UCF’s fleet management (including drivers, vehicle servicing, and fuel management) and project-specific procurement of goods, materials, services, and works. They will manage the supply chain, negotiate contracts, and ensure cost-effective, efficient, and compliant procurement processes aligned with organizational policies.
Duties and Responsibilities
1. Procurement and Fleet Management
• Develop and implement sourcing strategies aligned with UCF's project portfolio.
• Prepare procurement plans for purchasing equipment, services, and supplies.
• Develop and implement procurement policies and procedures.
• Prepare budgets, cost analyses, and procurement reports.
• Schedule regular vehicle maintenance and ensure all vehicles are in proper working condition.
• Manage drivers to ensure strict adherence to schedules and UCF’s vehicle policies.
• Prepare and present reports on budgeting, schedules, vehicle maintenance, and fleet progress.
2. Product/Service Evaluation and Supplier Performance
• Review, compare, analyze, and approve products and services for procurement.
• Prepare bidding and solicitation documents for procurement processes.
• Evaluate and select suppliers based on quality, cost, and reliability.
• Draft and implement Service Level Agreements (SLAs) with suppliers.
• Monitor and evaluate supplier performance against set contractual standards.
• Identify and mitigate supply chain risks by collaborating with budget holders and suppliers.
3. Needs Assessment and Collaboration
• Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements.
• Coordinate purchases to align with organizational and project goals.
4. Financial Control and Reporting
• Maintain up-to-date inventory records and conduct biannual asset stock-takes.
• Collaborate with the accounts department to ensure accurate and current asset registers.
• Ensure compliance with UCF’s organizational policies, procurement standards, and project requirements.
Qualifications and Experience
• Education: Relevant University Degree (e.g., Procurement, Logistics, Supply Chain Management, or a related field).
• Professional Certification:
o Certification in CIPS (Chartered Institute of Procurement and Supply) is an added advantage.
• Experience:
o Minimum 5 years’ experience in public and private sector procurement.
o Experience in contract negotiation and management.
o Comprehensive understanding of public procurement laws and contracts.
Skills and Attributes
• Strong analytical and numerical skills with the ability to evaluate bidders' costs and identify risks.
• High level of written communication skills for preparing procurement documentation and contract variations.
• Excellent verbal communication and presentation skills to explain technical concepts to non-technical audiences.
• Ability to create and manage procurement schedules, monitor progress, and reprioritize tasks as necessary.
• Ability to work independently and collaboratively as part of a team.
• Strong problem-solving and organizational skills with attention to detail.
