JOB DETAILS:
Job Summary
The Monitoring, Evaluation, and Learning (MEL) Officer will design, coordinate, and implement the project’s MEL framework. This role involves developing systematic methods to collect, analyze, and track both qualitative and quantitative data, ensuring evidence-based decision-making and effective project governance. The officer will also provide capacity-building support to implementing partners and ensure compliance with reporting requirements and governance protocols.

Roles and Responsibilities
1. Routine Result-Based Monitoring:
• Assist in revising the project log frame matrix, including performance indicators and activity matrices.
• Develop and implement a Monitoring and Evaluation Plan, aligning with project activities and timelines.

• Establish data collection systems to track project indicators and results.

• Collaborate with partners to review and improve management information systems, identifying gaps and required resources.
• Plan capacity-building activities on MEL, in collaboration with the National MEL Coordinator.

• Conduct periodic data quality audits to ensure adherence to established data standards.
• Disseminate MEL guidelines, tools, and standards to implementing partners and ensure proper utilization.

• Organize review meetings and facilitate data dissemination activities.
2. Project Database Management:
• Manage data collection processes and ensure data is captured accurately in project databases (e.g., PDB2).
• Update and maintain the project database, providing first-level user support as needed.
3. Capacity Building:
• Conduct training sessions to build the capacity of project staff and partners on results-based management and MEL tools.
• Offer technical support to project teams to interpret data and apply insights for project improvement.
4. Documentation and Reporting:
• Compile monthly MEL reports and contribute to quarterly and annual reporting.
• Assist partners in establishing reporting systems that align with project requirements.

• Document lessons learned and promote adaptive learning practices within the project.

• Organize After Action Reviews and prepare briefs, presentations, and success stories.
5. Safeguarding:
• Ensure that all MEL processes integrate child and youth safeguarding measures.
• Maintain confidentiality and adhere to data protection guidelines and standards.

Qualifications and Experience
Education:
• Bachelor’s degree in Statistics, Demography, Public Policy, International Development, Economics, or a related field.
Experience:
• At least 3 years of professional experience in MEL for international development projects, preferably focused on child protection and human rights.
• Proven experience in designing and implementing MEL systems and tools.

• Strong ability to manage beneficiary monitoring databases and conduct data quality assessments.
Technical Skills:
• Proficiency in statistical tools such as SPSS, STATA, and Excel.
• Expertise in strategic planning, indicator selection, and reporting.
• Ability to train partners and beneficiaries effectively on MEL tools and processes.
Soft Skills:
• Excellent written and spoken English communication skills.
• Strong organizational, analytical, and problem-solving abilities.
• Capacity to work collaboratively with diverse teams and stakeholders.
