Position Summary
 

RTI International’s Governance, Youth, and Economic Opportunities Division is currently accepting applications for a Monitoring, Evaluation and Learning (MEL) Director for an anticipated USAID-funded Systems Strengthening and Public Accountability (SSPA) Activity in Uganda. RTI anticipates the opportunity will focus on improving leadership and accountability for results; strengthening the standards, reward and sanctions systems for public officials; challenging the norms, attitudes and behaviors that fuel corruption; and supporting citizen engagement to demand better services.

 

The three main objectives of the Activity are:

  1. Increased citizen voice, coalition building, and engagement with government to reduce corruption;
  2. Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and
  3. Strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption.
     

The MEL Director will lead SSPA Activity efforts to collect and analyze data related to Activity performance; conduct and/or organize rapid and other Activity-related performance evaluations; conduct and/or organize assessments, studies and other analyses to better understand the local context; ensure the quality of Activity reporting; and promote smart Activity adaptation based on

monitoring, evaluation and learning. The MEL Director will support the SSPA organizational development and capacity building staff to develop and manage interventions to improve local MEL, including helping to facilitate self-assessments and establish systems for monitoring performance against performance improvement plans based on self-assessments. S/he will also coordinate with other USAID-supported MEL mechanisms, such as USAID/Uganda’s Learning Activity and Strategic Information and Technical Support Activity. The position will be based with RTI in Kampala and local travel may be required. Position is contingent upon award and funding.

 
Primary Responsibilities:
  • Provides technical oversight for the development of the MEL Plan, including the Performance Monitoring Plan (PMP), Learning plan/Agenda, and oversees its implementation and periodic revision.
  • Leads the development, implementation, refinement, and harmonization of SSPA’s MEL system; develops and operationalizes indicators, set targets, and monitors progress in accordance with the Activity contract.
  • Works with technical staff to oversee tools for data collection, storage, and analysis, train staff and partners on MEL system operations, collection methods, and tools. Contributes to SSPA Activity efforts to build the technical, systems, and operational capacities of local partner organizations and other relevant stakeholders.
  • Spearheads Collaborating, Learning and Adapting (CLA) approaches, including providing leadership for the organization of Pause and Reflect and/or Results Review meetings.
  • Performs data analyses, generate reports of findings, and creates graphics and other visualizations, as needed, to contribute to reporting requirements and project communications products.
  • Plans for and supervises intermittent political economy analysis (PEA) studies and performance evaluations, collect and disseminate lessons learned, and share successes during Activity implementation. 
  • Supervises and manages SSPA Activity team that provides cross-cutting capacity building support in: MEL; gender, equity and social inclusion (GESI); organizational development; information communication technology (ICT)/Digitalization; Communications.
  • Together with the COP and other Directors, supervisez the implementation of workplan activities under the Contract to ensure that performance schedules are observed, and outputs are completed according to schedule.

 

Required Skills and Qualifications:
  • A Master’s degree in political science, sociology, statistics, international development, or in a relevant field and 9 years or a Bachelor’s degree in a relevant field with 12 years’ experience.
  • Minimum of 7 years of experience in setting up and overseeing MEL systems, of which at least 3 years must be relevant to development assistance activities in Uganda.
  • Demonstrated experience with computer and/or web-based performance data recording and reporting systems and other technologies that improve the quality of monitoring system integrity and data collection/analysis/ reporting/ visualization.
  • Demonstrated experience conducting social science research.
  • Experience and in-depth knowledge and familiarity with USAID and/or DFID development sector priorities and reporting requirements; experience with programs focused on strengthening democracy, human rights and governance (DRG), accountability and anticorruption, organizational development and/or GESI considered highly desirable.
  • Experience in providing technical assistance to local partners, organizations and grantees. 
  • Ability to work effectively, responsively, and collaboratively with government counterparts such as GOU ministries and anticorruption institutions, development and private sector partners, civil society organizations, private sector and academic/research institutions.  
  • Excellent personnel and program management, oral and written communication, and organizational skills.
  • Demonstrated commitment to working collaboratively and respectfully within team and cross-cultural settings; experience in other East African countries at similar stages of economic development considered an asset.
  • Professional proficiency in spoken and written English is required.
