The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.
The SFF-AMP project (BMZ Study and Expert Fund – Aid Management Platform) is a special project commissioned and funded by BMZ and implemented by GIZ. The fund focuses on professional, organisational and process development. The project aims to support the Ugandan Government to enhance its Aid Management Platform. This is with a focus on overseeing the performance of personnel hired to; ensure timely diagnosis of software faults, solve technical and application problems, and ensure timely input of data and generation of quality reports thus ensuring overall data quality of the AMP.
The AMP was designed by Development Gateway in collaboration with the OECD, World Bank, UNDP, and Governments of Ethiopia and India. It is anchored on the principles of the global aid effectiveness agenda, and it is promoted as contributing to aid coordination and harmonization – helping Governments and their donor partners manage aid for results. The AMP was developed to facilitate timely and comprehensive reporting; enable a comprehensive view of all aid resources within the country; help monitor progress towards national development objectives; reduce duplication of donor funded projects and transaction costs associated with data collection and processing.
A number of challenges have however continuously hampered the fulfilment of these objectives over the years. The capturing and recording of off-budget data has in particular been a problem. Quality assurance of data has also been a problem. As a result, despite the investment in AMP, Ministry of Finance, Planning and Economic Development (MoFPED) and its Development Partners still do not have a consolidated record of the development assistance resources that are being contributed to various sectors of the Ugandan economy over any given period.
GIZ Uganda is recruiting Monitoring and Evaluation Specialist to support the implementation of this project.

Knowledge, skills and competences
• Excellent knowledge and appreciation of statistical techniques including their application especially E-Views, STATA, and Excel.
• Data Management skills.
• Excellent knowledge of statistical concepts.
• Excellent interpersonal and communication skills.
• Good working knowledge of ICT and computer applications (e.g. MS office, Excel, Power Point, MS Teams, MS Outlook, etc).
• Good teamwork and ability to operate in a diverse and multicultural work environment.
• Willingness to learn and desire to exceed expectations
• Good analytical, writing and communication skills.

Responsibilities
A. Key Responsibilities
The Monitoring and Evaluation Specialist will be responsible for:
• Data management and quality assurance
• Monitoring and reporting
• Data analysis and interpretation
• Capacity building and training
• Development of standards and templates

B. Specific Tasks
The Monitoring and Evaluation Specialist performs the following tasks:
• Input data into the AMP i.e. Signed Financing Agreements, projected disbursements as per the MTEF and actual disbursements/outturns
• Quality assurance of information input by Desk Officers and Development Partners through authenticating and approving the information.
• Liaise with Desk Officers to ensure that AMP information is accurate and up to date i.e. Project Closing Date etc.
• Ensure timely availability of reports required from the system.
• Undertake refresher trainings for staff and Development Partners.
• Perform critical data analytics, evaluate the quality of the data, identify and interpret trends or patterns in data sets.
• Analyse and decipher data using statistical techniques.
• Develop standard templates for quality tests.

Other Duties/Additional Tasks
• Perform other duties and tasks at the request of management.
Qualifications
• Bachelor’s degree in Statistics, Economics, Quantitative Economics or related fields
• Postgraduate training in Monitoring and Evaluation will be an added advantage.
Details of experience
• 3 years’ practical experience as a statistician with a credible organization.
• Membership to a statistical professional body will also be an added advantage.
