Monitoring and Evaluation Specialist: (1 position only)
The Infectious Diseases Research Collaboration (IDRC) seeks to hire a suitable candidate for the position of M&E Specialist for the Integrated HIV/Hypertension Project. The Successful candidate will be reporting to the Project Coordinator.

Purpose of position:

Oversee the development and implementation of the Monitoring and Evaluation framework and plan to capture project performance and results.

Job description

• Use the M&E framework and plan to capture performance results including routine data reporting, study assessments, and all monitoring for process and outcome evaluations
• Develop and oversee data flow patterns for the program that will ensure timely data collection and reporting
• Lead results reporting to Project implementation committee by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate.
• Provide leadership and direction on M&E to ensure the program achieves its goals and corresponding objectives and targets
• Lead efforts to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
• Conduct targeted evaluations and operations research, including design, data collection, management and analysis
• Ensure quality of data through data verification procedures, including routine data quality audits
• Promote and support the dissemination of project data and information among the project team
• Work with the Coordinator and Consortium partners to prepare and track progress of project and activity budgets
• Submission of weekly targets and outputs to the immediate supervisor.

Qualifications and other desirables for the job:

• Bachelor’s Degree in Quantitative Economics, Public Health, Demography, Statistics,
• Mathematics or related field
• Master’s degree or post-graduate training in Monitoring and Evaluation
• Minimum 5 years of relevant work experience in M&E, with hands-on experience in design or monitoring and evaluation of health related projects;
• Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per the objectives
• Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple consortium partners.
• Expertise in research to practice—identifying and adapting best practices to specific project contexts
• Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
• Strong communication skills, with excellent writing skills.
• Experience in coaching and training
• Ability to travel to various districts at 40% of the time
