Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief
(PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and Operational Support
• Global and local collaboration to improve availability of health commodities

Purpose
The M&E Specialist supports the implementation of the project's Monitoring and Evaluation (M&E) system under the guidance of the M&E Manager. S/he collaborates with technical staff to manage data collection, storage, and analysis tools; trains staff and partners on M&E processes and methodologies; and conducts data analysis to generate reports and visualizations for project reporting and communications.

Principal Duties and Responsibilities
• Develop and/or monitor project performance indicators for each level of supply chain as per the approved workplan to gauge the effectiveness and outputs of the project interventions • Ensure compliance related to reporting of MEL indicators data collection, analysis and reporting

• Prepare analysis and reports for monthly/quarterly updates for DevResults etc.
• Assist in identifying strategic and policy outcomes from monitoring data so that they can be communicated to the relevant stakeholders
• Prepare and present policy and strategic briefs based on regular analysis of data to government and other relevant stakeholders
• Support the monitoring and evaluation (M&E) efforts under the direction of the M&E Manager, by conducting analysis on the supply chain and project performance, and feedback analysis outputs for program decision-making and effective use of resources
• Ensure the project staff understand the importance of monitoring and evaluation and create the culture of use of information for programmatic improvement
• Conduct training of PSM staff on monitoring and evaluation responsibilities and related data reporting
• Under guidance of M&E Manager support Knowledge Management and Communication (KMC) activities including collaboration in development of success stories and other KMC materials in consultation with KMC team at HQ
• Share learning from M&E processes with the wider team
• Oversee the filing system that supports the project’s M&E reports
• Exhibit Chemonics values and build culture of “Living our Values” within the team
• Understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff
• Carry out additional responsibilities as may be assigned from time to time by the M&E Manager

Qualifications and Desired Attributes
• Bachelor's degree in Epidemiology, Biostatistics, Social Sciences, Economics, or closely related fields
• Master's degree with a major in aforementioned fields preferred
• Minimum of four (4) years of experience in monitoring and evaluation, impact assessment, social science research
• Excellent interpersonal skills
• Excellent problem solving and decision-making skills
• Experience of working in a health-related project preferred
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Excellent interpersonal and communications skills
• Excellent skills in writing M&E reports inclusive of advanced analysis and data presentation
• Ability to work on SPSS, STATA or related software will be an added advantage
• Strong verbal and written communication skills in English
• Individual having additional training in logistics data analytics on supply chain management preferred

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.

Supervision
The M&E Specialist will report directly to the M&E Manager or his/her designee.
