Job title: Monitoring and Evaluation Officer

Location: Singida and Arusha Regions

Reporting to: Monitoring and Evaluation Lead

Roles Summary

The Monitoring and Evaluation Officer will work under the supervision of the Monitoring and Evaluation Lead to ensure that all data management activities essential to routine program data monitoring, reporting, and use are accomplished. This includes coordinating data entry and cleaning activities, collecting and reporting data, conducting Data Quality Assessments, implementation of digital systems, responding to data queries from the technical team, and Monitoring and Evaluation Lead.

Essential Duties And Responsibilities

  • Support M&E team in preparing all data requirements of all routine program reports (monthly, quarterly, semi-annual and annual).
  • Work in collaboration with project office personnel, facility data clerks, R/CHMT focal persons to provide accurate and timely data for weekly, monthly, and quarterly reports as per set guidance.
  • Support routine implementation of Data Quality Assessments/Reviews following program and national standards.
  • Works in collaboration to ensure availability and use of national and program data, M&E (recording and reporting) tools.
  • Provide technical support in your region of work for both facility and community data collected through mentorship and coaching modalities.
  • Demonstrate in-depth understanding and practice use of health information systems such as the CTC2 electronic HIV patient database, MTUHA paper-based documentation, and reporting, DHIS2, DATIM, DIS, UCS and other digital systems, etc.)
  • Support M&E team in documentation and storage of all data files sent to donor (SAPR, APR, ad hoc query responses)
  • Facilitate regularly review program/national dashboards including PBI, DHIS2 dashboards, UCS dashboard with partners, program staff and district government teams to analyze user activity trends, assess health impact, and evaluate system performance. Identify areas needing improvement and propose strategies for enhancing system and program effectiveness.
  • Support M&E team in maintaining master site listings including site characteristics.
  • Provide support in troubleshooting hardware and software issues on mobile devices and databases collaborating with regional or head office Informatics teams in timely manner.
  • Support the preparation, and implementation of M&E/digital health trainings with program partners, government, and system users such as community health workers, facility health workers, and supervisors
  • Collaborate with informatic team to train R/CHMTs, health providers and CHW on digital systems including CTC2 DB, DHIS2, Biometric system, UCS. GOTHOMIS, eHMIS
  • Conducting regular site visits and/or phone calls to support health workers to use digital health systems including CTC2DB, DHIS2, Biometric system, UCS. GOTHOMIS, eHMIS and ensure timely update of data in all systems.
  • Liaising with the R/CHMTs and others on the program team to ensure successful updates of all digital health systems (i.e CTC2DB, DHIS2, Biometric system, UCS. GOTHOMIS, eHMIS ) and identify and solve technical issues as they arise

To be successful, you will have

  • Degree in M&E, computer science, statistics or any other related field with experience in advanced data analysis skills.
  • Experience of working with NGOs and regional and council health management teams (RHMTs &CHMTs)
  • Experience working with PEPFAR electronic reporting systems and National DHIS systems is a must.
  • Ability to write reports, best practices, and lessons learned

  • Excellent command of English and Swahili languages in written and Oral communication.
  • Ability to work under pressure and tight deadlines
  • Masters in Monitoring and Evaluation

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) began supporting HIV and AIDS programming in Tanzania in 2003 and established a country office in 2004.
