Job Description

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

ABOUT MEDECINS DU MONDE FRANCE (MDM-FR)

MdM-F is an international humanitarian organization providing medical care to vulnerable populations affected by war, natural disasters, disease, famine, poverty or exclusion. Originally established in France in 1980, MdM is now an international network with offices in 16 countries. The international network head office, based in Paris, coordinates activities and communications between member organizations.  In Africa, MdM-Fr is currently implementing projects in Burkina Faso, Central African Republic (CAR), Democratic Republic of Congo (DRC), Ethiopia, Ivory Coast, Kenya, Madagascar, Nigeria, Tanzania and Uganda.

CONTEXT OF INTERVENTION

In July 2018, MdM-F took over MSF activities in Bolomoni Health Centre III, Zone 4 of Bidibidi refugee settlement, Yumbe district. The MdM project consists of:

• Out-patient department (OPD) activities based on a broad and comprehensive package including primary health care (PHC); surveillance and response to childhood diseases with epidemic potential; sexual and reproductive health (SRH); support to survivors of sexual and gender based violence (SGBV), and mental health and psychosocial support (MHPSS);

• In-patient department (IPD) activities: The IPD has a 60-bed capacity, including maternity, paediatrics, and adult wards.

The MdM project will undergo in 2020 changes in the delivery of OPD and IPD activities and the level of services offered.

 

MAIN OBJECTIVES OF THE POSITION

He/she will be in charge of supervising the implementation of MdM medical activities.

He/she will be responsible of defining MdM strategy regarding medical activities in line with MdM’s overall framework and responsible for the overall quality of medical and health-related activities of the programmes.

SPECIFIC OBJECTIVE(S):

- Provide technical support to MdM partners for the good implementation of their medical activities including all aspects involved

- Size, recruit and train the medical MdM team

- Organise a referral system and implement it with MdM and partners teams

- Contribute to set up indicators and organise and then supervise data collection system

- Contribute to the proposal writing

HIERARCHY

The medical coordinator is under the hierarchic link with the General Coordinator.

S/he supports and ensures close relation between the different administrative and logistic teams.

S/he is under technical supervision of the health advisor at HQ.

PROGRAM OBJECTIVES:

1. Program Management

• Participate in the development of the operational strategy (through country strategy paper and project reference documents) and develop health activities’ operational plan with the coordination team (including health activities related budget);

• Ensure the consistency of MdM programmes according to the public health needs identified, MdM policies, international humanitarian and ethical standards and available funds;

• Ensure quality health data monitoring system (data collection, transmission, analysis, reassessment / reorientation of activities);

• Perform/validate health needs assessments in new identified areas.

• Proposal development: in coordination with the Medical advisor and the Desk officer, write quality proposals.

2. Team management

• Establish and follow the priorities to be followed by the medical staff jointly with the general coordination;

• Provide technical supervision and technical support to the clinical staff and trainers (medical and paramedical) and partners’ supervisors;

• Guide and work close to the Deputy Medical Coordinator

• Responsible of recruitment and appraisal processes of medical/paramedical national staff;

• Advise on medical/paramedical international candidates profiles (curriculum vitae overview);

• Identify and validate technical trainings;

• Organize technical related meetings on ad hoc basis.

• Identify staffing gaps and work with the HR and Finance Departments in order to find the strategy to cover them

Staff health (to be worked together with the Administration/Logistics Coordinator and the General Coordinator):

• Provide briefing on health services availability and process for international staff at arrival in Uganda;

• Participate to national staff health policy definition, implementation and evaluation;

• Identify, validate referral health facilities for international and national staff.

3. Partnerships

Considering the nature of the projects, capacity building to partners is particularly important, and it implies the necessity to work together with them most of the time.

• Ensure quality health data monitoring system (data collection, transmission, analysis, reassessment/reorientation of activities) is applied by the partners;

• Participate to technical aspects of local partnership development;

• Prioritize medical issues trainings for the partners to be implemented

4. Coordination

• Participate to health sector platforms and any relevant health coordination mechanisms in both Yumbe and Kampala;

• Establish and maintain good relationship with Ministry of Health and District Health Office in Yumbe;

• Establish and maintain good relationship with the partners;

• Establish and maintain good relationship with UN agencies and other NGOs

5. Pharmacy management

• Supervise the pharmacies operations quality (consumptions, orders & inventory) in collaboration with the medical team.

• Supervise and validate all medical orders under the supervision of medical advisor

6. Reporting/Communication

• Participate to MdM internal meetings;

• Elaborate Health activities monthly reports;

• Participate in the writing of donors activity reports and proposals;

• Internal and external ad-hoc communication on health aspects of the programmes.

CONDITION OF EMPLOYMENT:

Starting:   April 2020

Contract:  Employee

Fixed term contract: until June 2020, with possibility of renewal.

Based in Bidibidi, Yumbe District, West Nile Region.

Required qualifications and skills

Education Medical Doctor, Nurse or Midwife with experience in Public health and project coordination.

Essential, up to date practicing licence.

Experience • Demonstrated 2-3 years professional experience in humanitarian settings with significant experience in similar positions

• Working experiences in public health. Experience in outbreak management and emergency response

• Experience in hard negotiations with local authorities, partners and staff in a tricky context

• Demonstrated experience to work with local partners

• Ability to have a global overview of a programme (not only on medical plan)

• Ability to take quick decisions according to the context in coordination with the team
