Welthungerhilfe (WHH), founded in 1962, is one of Germany’s largest non-governmental aid and development agencies. We have worked in Uganda since 1986, in partnership with the Government of Uganda, national and local NGOs, jointly improving the livelihoods of the most vulnerable population in rural areas through interventions that increase their Food and Nutrition Security, improve sustainable access to WASH services, innovative youth skilling and women’s empowerment programs in five regions of Uganda.

 

About Project:

WHH in partnership with a donor, charity: water is implementing a one-year WASH project with in the TESO region in the districts of Soroti, Katakwi, Amuria and Kapelebyong and in the district of Napak in the Karamoja region. Please find below vacancies that shall be filled by July 01, 2024.

 

Job Summary:  The MEAL Officer will provide MEAL technical support to project design and implementation, support the development and implementation of the project MEAL framework, and ensure compliance with the Welthungerhilfe quality principles and standards and donor guidelines.

 

Key Duties and Responsibilities:

Establish a Monitoring and evaluation system.

  • Develop and set up a MEAL system that meets the requirements of the donor and informs about the performance results in all sectors.
  • Ensure that the impact of all interventions is measurable, enhancing accountability and inclusivity.
  • Follow up, advise, and adjust monitoring practices based on log frames and monitoring plans in the project to ensure compliance with donor requirements.
  • Integrate Welthungerhilfe success indicators in the project log frame and ensure that these are measured during project implementation.
  • Plan and conduct household surveys, needs assessments, and facilitate routine collection of quality data.
  • Work closely with the project team to assess field conditions, follow up on project activities, implementation of processes and standard operating procedures.
  • Participate in the planning and proposal development processes for the organization.

Learning and capacity building

  • Facilitate learning processes among staff by providing summaries, facilitating discussions and preparing presentations on lessons learnt.
  • Train and build capacity of the team on use of software for data collection, analysis and reporting.
  • With support from the MEAL Advisor, conduct capacity development initiatives to the project team and enhance their understanding of MEAL and MEAL standards.
  • Plan and coordinate joint monitoring sessions with other stakeholders and document key lessons.
  • Share lessons learnt and best practices in WASH working groups and fora on behalf of Welthungerhilfe.
  • Conduct regular project site visits and provide detailed information for narrative reporting and documentation.

Accountability

  • Support the project team in setting and managing complaints and Response mechanisms and ensure the functionality of the CRM.
  • Encourage information sharing and creating awareness on the existing complaints channels to project beneficiaries and other stakeholders.
  • Keep record of all feedback/complaints raised through the CRM and liaise with the CRM Focal person at the Country Office to ensure that complaints raised are effectively followed and feedback provided.
  • Share accountability findings with the program team for decision-making and taking necessary actions that improve programming.

Information Management and Reporting

  • Collaborate with the Project Managers in reviewing and preparing monthly, quarterly, annual and final narrative reports in a timely manner.
  • Establish and manage a database, assist in data analysis, develop reports, and share findings with project team and management.
  • Provide guidance to field staff in documenting change stories and supporting documentation while adhering to the data protection policies and standards.

Coordination and Networking

  • Participate in relevant sectoral coordination meetings to identify opportunities for integration of data collection activities, harmonization, secondary information sources.
  • Prepare, plan and accompany project visitors and donors to different project intervention locations.
  • Perform any other responsibility related to MEAL as assigned by the Head of Project, MEAL Advisor, and other senior members of the team.

Qualifications, Skills and Experience:

  • Must hold a minimum of a bachelor’s degree in statistics, economics, public health, development studies, social science or relevant fields. from a recognized institution.
  • A postgraduate diploma in Monitoring and Evaluation will be an added advantage.
  • At least three years’ work experience working with WASH technical projects in a humanitarian or development context.
  • Preferred candidates with 2-3 years of work experience in community-based water and sanitation programs; work experience with an NGO is desirable.
  • Must have knowledge of water supply, borehole drilling, hygiene, sanitation requirements, and protocols.
  • Familiarity with international minimum standards of water access, hygiene, and sanitation service delivery (i.e., SPHERE) is an advantage. Advanced Information Technology knowledge such as familiarity with water Commcare, GPS, ArcGIS, EPANET and Google Earth, is strongly desirable.
  • Experience in working independently and result oriented with ability to multi-task and process.
  • Very good communication skills both oral and written.
  • Good command of English language and fluency and ability to speak in one or more of the national/regional languages Ateso, Nga’ Karimojong would be an added advantage.
  • Excellent interpersonal skills. Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts and possess trust-building skills with community members.
  • Experience and ability in conducting data analysis and visualization using statistical software such as SPSS, MS. Excel, R and PowerBI.
  • Strong planning skills and ownership of results.
  • Comfortable traveling across rural communities by motorbike for four to five days each week with work in communities for most of those days, a Valid Permit Class A.
  • High integrity and willingness to conduct her/himself transparently.
