Job Summary:   Within the Risk & Compliance division, oversee the overall physical security system operations at all MTN premises. Primary responsibilities are to develop and implement efficient security strategies to safeguard company’s physical assets and maintain a secure work environment, especially through security liaison, property and premises guarding, access controls management and monitoring especially using technology platforms. The role also requires working with internal and external stakeholders.

 

Key Duties and Responsibilities:

Security Policy and Strategy Implementation

    • Formulate, continually update/recommend, and implement physical security, access control and monitoring plans, policies and procedures to protect personnel, assets and information of MTN Uganda.
    • Develop and implement security awareness plan and supervise a team of security personnel, ensuring they have the necessary skills and knowledge to perform their duties effectively.
    • To develop and drive the physical security strategy extending to physical security deployment, monitoring and technology enablements, in line with MTN Uganda’s strategy
    • Formulate budget for the physical security and access control functions as part of company-wide budgeting process
    • Ensure implementation of the appropriate KPIs for the physical security and access controls function
    • Reporting performance metrics such as physical security system installation vendor service delivery performance, actual spend vs. budget variance, cost reduction goal attainment, post installation defect rates, etc.

Access Control and Physical Security Monitoring

  • Oversight of deployment, configuration and scheduled maintenance for electronic physical security systems in the company
  • Oversight and management of the physical security system architecture for Access Control System, CCTV, etc. for all site physical security systems.
  • Design and improve appropriate technology infrastructure for security systems including switches, routers, and firewalls.
  • Project management of physical security system hardware installation including access control devices, intrusion detection devices, and other components of data center physical security systems.
  • Ensure appropriate programming and maintenance of Closed Circuit Television (CCTV) systems including, camera configuration, recording frame rates, system schedules, and network configuration for Digital Video Recorders (DVR), Network Video Recorder (NVR) and Internet Protocol (IP) cameras.
  • Provides high level problem resolution for enterprise/system-wide access control hardware/software, CCTV system configuration, security software application support and peripheral equipment.
  • Responsible for high level solutions and standardizing of enterprise security systems technology. Recommends procedures and processes.

Physical security & Guarding

  • Service level management for the outsourced aspect of the Systems vendors and the human guards. The guards are key users/enforcers especially for guard clocking.
  • Perform regular awareness & training to end-users/guards on the importance of complying with physical access best practices.
  • Provides management level supervision for security systems operation and maintenance to ensure integrity of all company facilities & secure areas.
  • Review and track all physical security incidents, provide support to other departments investigating security related incidents.
  • Perform security audits, monitor compliance, perform risk and vulnerability assessments of the physical security systems and report to the facilities manager.
  • Oversee the planning, installation, implementation, control and operation of security systems, and ensures continuous integrity of facility & secure area access controls. Creates reports as required.
  • Assess security system vulnerabilities and design and implement corrective measures.
  • Assess and recommend cost effective solutions to enhance overall site security.
  • Standardize and manage general facility physical security operations.

Emergencies and Incidents Management

  • Maintain an update incidents register – Identify and investigate security breaches, incidents and violations, document findings and implement corrective actions.
  • Coordinate with relevant stakeholders to develop and maintain emergency response plans and procedures.

Stakeholder Management

  • Build and maintain strong relationships with external partners, such as law enforcement agencies and security vendors, to enhance security capabilities.
  • Develop mechanisms to support and work with other physical security agencies or external partners, including being the contact person on security matters.
  • Stay informed about the latest security technologies, trends and regulatory requirements and make recommendations for enhancements to the security program.
  • Execute liaison responsibilities with law enforcement agencies and ensure alignment and compliance of MTN to any security related laws, regulations, demands and policies.
  • Collaborate with internal divisions, such as human resources and IT, to ensure compliance with security protocols and standards.

  • Timely response and/or resolution of security emergency or crisis situations.

 

Qualifications, Skills and Experience:
  • Bachelor’s degree in security management, criminal justice or any relevant related field
  • Post graduate Physical security certification in electronic Security and Emergency systems, is an added advantage.
  • Demonstrable use of office software application and management reporting
  • Training and/or Knowledge of security technologies like access control systems and CCTV surveillance

Work Experience           

  • 5+ years of experience in security management, law enforcement or the armed forces, with a strong understanding of security principles and practices.
  • Experience working with integrated security and Access Control Systems (e.g., Lenel, Honeywell, AMAG, etc.), or their associated hardware.
  • Ability to communicate effectively with both technical and non-technical individuals regarding physical security standards and system designs.
  • Ability to manage multiple medium and large-scale projects that are complex in nature.
