Main Purpose:
The Manager HR acts as the custodian and owner of the HR Strategy for the FibreCo. Ensures alignment and integration of organization design and performance with business objectives and plans. Creates value by implementing workforce strategies that support business strategy. Provides HR insights to business and partners to deploy solutions based on market trends that contribute to the growth and competitiveness of the business. Oversees delivery of HR operational services with a deep focus on employee experience and operational excellence. The role leads teams across the below three sub functions:
• HR Operations
• OD & Performance Management
• Rewards & Payroll
The role entails working under the guidance of the MD and the Bayobab Group CHRO. The Manager HR reports directly to the FibreCo MD, with a dotted reporting line to the Bayobab Group CHRO.

Context
Bayobab is entering a new phase where operational and commercial excellence to maximize value from its Infrastructure business. FiberCo is a fully owned subsidiary of MTN Bayobab that has been set up to drive Fiber connectivity. The management team of MTN FiberCo is expected to drive synergies across verticals of the infrastructure business, create an integrated InfraCo with a “one stop shop” value proposition for end customers and minimise operational costs.
There is an increased focus in the commercial areas, new products and services and scaling up of the infrastructure business. The incumbent must therefore ensure the successful delivery in context of:

Main Job Functions:
Strategy Development and Implementation
• Cascade the Group strategy to create functional strategy aligned with the overarching business goals, under oversight of the MD.
• Ensure effective implementation of the functional strategy by means of providing direction, structure, frameworks, models, plans, and roadmaps.

Oversee regular review of the functional strategy and roadmap, under oversight of the MD, to ensure its alignment with the changing dynamics of the internal and external ecosystem.

Staff Leadership and Management
• Source, induct and manage talent in accordance with legislative guidelines.
• Continually develop a culture of strong collaboration and effective team working

Ensure open communication channels with staff and implement change management interventions where necessary.
• Provide definition of roles, responsibilities, individual goals, and performance objectives for the team
• Set KPIs and provide regular performance feedback through a well-defined and implemented performance review program.

Develop and implement a training plan to build and develop skills within the team.
• Performance manages resources in accordance with HR policy and legislation where necessary.
• Actively participate in leadership team and develop skills of own team.
• Promote a ‘partnership approach’ to develop strong relationships with other working groups and ensure adherence to Group governance.

Governance
Strategic Meetings
• Participate and provide input in strategic meetings.
• Provide inputs & drive FibreCo wide transformation initiatives, elicit inputs from relevant parties.

Provide inputs to and ensure adequate risk mitigation and controls in the function.
• Perform evaluation baseline of Service Level Agreements (SLAs) and KPIs
• Drive preparation of proposals/ business case on change initiatives SLA, policies, and procedures

Escalations
• Escalate issues that will result in severe time, scope, productivity, and cost or resource impact to MD / Group team.
• Manage and provide solutions to escalations that have multiple processes / functions impact on critical path of service delivery.

Function Tactical
• Review and finalise objectives, targets, and budgets for the function, under oversight of MD.
• Review key risks, issues and dependencies and set mitigation actions, seeking guidance from the MD as and when required.

Sign-off / make decisions regarding tactical changes and where required seek sign-off from Management.

Performance
• Monitor performance and alignment with overall FibreCo strategy.
• SLA approval and exception performance review

Reporting
• Report monthly to the MD the progress made within the function and in accordance with the measurement metrics set by the organisation.
• Report on an ad hoc basis on specific projects, as required.

Budgets
• Manage function’s budgets in line with business objectives, under oversight of MD.
• Manage project initiative budgets in line with business objectives, under oversight of MD.
• Ensure that the cost of operations is managed, in line with a least cost operating strategy stemming from the business drivers, under oversight of the MD.

Operational Delivery
Functional Leadership:
As the functional leader of the HRvertical, the role is accountable to:
• Monitor and align the direction, strategy, and results of the HR vertical, collectively, and as individual work areas in the FibreCo, ensuring that the Group guidelines are duly complied with.
• Lead and deploy an integrated solution development and problem-solving philosophy across the function.
• Serve on the applicable committees to align the HR goals to other departmental and organizational objectives.
• Measure the impact and benefit of the function to FibreCo and report the true-value metrics. Drive continuous improvement across all verticals.
• Generate visibility for the true-value contributions of the function and FibreCo to drive greater service acceptance and adoption.

Delivery Leadership:
As the delivery leader of the HRvertical, the role is accountable for the following work area outcomes:
• Implement and oversee execution of policies, procedures and guidelines set forth by Group HR team and ensure the team complies with the same.
• Implement and monitor governance to manage the consolidated FibreCo HR strategy, budgets, and financials, with guidance from FibreCo MD.
• Cascade the Group FiberCo budget, analytics and reporting framework in the function, in collaboration with the FibreCo MD.
• Deliver results under the guidance of the Group /Bayobab GM Human Resources, abiding by all the set directives and regularly reporting compliance.
• Function as a strategic business advisor to the executive/senior management of each business unit or specialty group regarding key organizational and management issues
• Implement, localize, and manage the FibreCo organization structures.
• Provide leadership and guidance to the HR function by supervising talent acquisition, performance management, career development, rewards, and payroll processes.
• Provide input to the Organization Design Blueprints to align with business objectives, customers, products & services.
• Ensure effective implementation of HR policies throughout the FibreCo, ensuring that all functions comply with the set policies.
• Oversee the recruitment and onboarding process in the FibreCo, ensuring that key objectives set for recruitment are always complied with.
• Monitor execution of the performance management process within the FibreCo and ensure managers are empowered to conduct a fair and objective appraisal for their employees.
• Oversee implementation and management of employee Compensation, Rewards & Recognition processes for the FibreCo.
• Have oversight on end-to-end of employee and HR Service administration, all the while ensuring that regional employment and labour guidelines, laws and regulations are duly complied with.
• Provide inputs for training needs assessment and infusion of training programs in the FibreCo, also ensuring that curriculum is regularly reviewed and supports FibreCo’s growth strategy.
• Ensure implementation of health and safety policy, procedures and risk assessments, statutory compliance requirements ensuring action is taken to mitigate risks and all corrective and preventative action of issues arising.
• Ensure ongoing effectiveness of HR function by establishing and monitoring performance benchmarks for the team.
• Leverage key changes in employment law, government policy and best practices to provide strategic direction to colleagues on effective utilization of human resources.
• Encourage the use of HR tools and systems, to drive business-critical decisions through data.
• Participate in communities of practices and conferences to facilitate knowledge sharing and positioning of FibreCo’s employer of choice brand towards the external marketplace.
• Regularly report to MD on key HR metrics and highlight red flags as and when required.
• Other tasks and duties, as assigned.

Managerial / Supervisory Responsibilities

• Cascade and socialize work structure processes to enable adoption by the team.
• Coach and mentor direct reports.
• Ensure assigned team is led, motivated, and rewarded to achieve KPA’s.
• Ensure that coaching / mentoring programs and personal development plans are in place for all staff members.
• Ensure effective management of diversity among personnel in the function.
• Identify staff training and development needs and implement necessary actions, in collaboration with HR.
• Motivate and manage individuals to perform at the highest level, especially in terms of delivery and meeting target deadlines.
• Possess the authority, presence, and integrity to command respect from colleagues and from external contacts.
• Provide career development for direct reports (counselling, coaching, identifying key performance areas, career planning)

Education
• Degree in Human Resources / Personnel Management or related field
• Post Graduate Diploma in Human Resources is advantageous.

Work Experience
• Minimum 5 to 8 years relevant experience in a similar position with at least 3 years in a managerial role
• Experience in wholesale/infrastructure/B2B Telecommunications sector/ industry will be advantageous.
• Experience working in a global/multinational enterprise with a good understanding emerging market.
• Experience in leading HR functions or senior management roles.
