For more than 40 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.MdM France currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In Uganda, since 2015, MdM has been supporting Most At-Risk Populations (MARPI) through grants and training. Since 2009, MARPI has been running a health facility located in the Mulago national referral hospital, which provides free and friendly health services to the key populations, including Lesbian, Gay, Bisexual, Transgender, and Intersex (LGBTI) person. MdM provided MARPI staff with training on proctology, mostly for screening and treatment of anal warts, while providing basic equipment and consumables. Between 2016 and 2017, MARPI has started expanding their activities to a few regional referral hospitals. MdM wishes to support MARPI in the scaling-up of their activities through possible EU funding.

It includes:

The running of all OPD and IPD activities at the Bolomoni HC III based on a broad and comprehensive package including primary health care, surveillance and response to childhood diseases with epidemic potential, sexual and reproductive health, mental health and psychosocial support
The preparation of the progressive handover of the Bolomoni HC III to the health district of Yumbe (by the end of 2021 at the latest) through capacity building of MoH staff, which will make the intervention fit into a long-term approach
A close collaboration with the local population and the empowerment of communities through continued training and support to Village Health Teams, and the strengthening of female participation and leadership within VHTs and/or other groups
A strong focus on mental health and psychosocial support, while developing a mental health community approach and covering some gaps identified (e.g. detection of cases)
The strengthening of the GBV levels of intervention through covering some gaps identified:

Assessing and identifying areas for legal and policy reform, and advocating, allocating resources and providing technical support to enable that reform at the national level

Ensuring survivors access to legal aid and services (partnership with HRAPF)

Strengthening local data collection systems and monitoring incidents (case identification)

A socio-anthropological analysis of community organisation, community coping mechanisms and expression of emotion within the refugee settlements

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you will have the responsibility for catering to the logistical needs of the programmes in accordance with MdM and donor standards.

You will directly supervise, train and evaluate the finance, administration and logistics managers.

You will work in close contact with the finance, logistics and HR officers based at HQ.

Logistics

Through a constant and clear communication with operational team, ensure that all logistics needs are shared, understood, and that all resources are prepared and delivered properly and in time, for the smooth implementation of activities
Ensure a flexible and relevant organization of the logistics team and assets to be able to quickly answer to urgent needs
Ensure the respect of MdM and donor’s procurement procedures (especially for drugs and medical supplies), elaborate and supervise purchase strategy
Supervise a secured and adapted storage of drugs and medical supplies
Participate in the identification of infrastructures, equipment, materials and suppliers necessary to the project’s appropriate implementation following the organisation’s and the donor’s requirements
Follow up the inventories of the mission and monitor logistics expenses flow
Set procedures of management for IT (computers) and communication (internet & telephone) and train the staff to use it

Skills

Good ability to work quickly, under pressure and with short deadlines
Good ability to manage priorities and to adapt them daily according to the context
Good computing skills , high proficiency on Excel and good management of SAGA is a must
Willing to work in challenging situations
Good communication and problem solving skills
Driving licence would be an asset
A positive approach to community living is a must
Willingness to do considerable local travels
Ability to cope with stressful situations by being extremely flexible
Ability to work with a team of diversity in an intense situation
Excellent interpersonal relationship development skills.

Experience Requirements

At least 3 years of working experience in a humanitarian context as support services coordinator or logistics coordinator or log-admin coordinator
Experiences as logistics manager and/or administrative manager will also be valued
Capacity building experience is a must
Experience with ECHO contracts would be an asset
Experience in remote areas is a plus
