The purpose of the Uganda Learning Activity is to further strengthen USAID/Uganda performance and improve the performance of its Implementing Partners, with a focus on collaborating, learning and adapting, in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development. The ULA will achieve this through three objectives:

  • Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership.
  • Learning: Systematic learning, through applied research, monitoring and evaluation, informs and improves the relevance, quality and cost- effectiveness of programs and operations
  • Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.

Responsibilities

This position will assist in coordinating the implementation of logistical functions of the PEPFAR Field Monitors as well as managing some of the day to day finance activities that relate to PEPFAR actives.
  • Overseeing logistical aspects of the PEPFAR Field Monitors
  • Arrange travel and accommodations for the PEPFAR Field Monitors whenever they travel to the field
  • Responsible for vehicle management in relation to the PEPFAR Field Monitors in close collaboration with the Senior Operations Manager
  • Manage meetings that take place in the office
  • Prepare attendance sheets for the meetings and submit to finance
  • Coordination of maintenance and repairs of office and equipment - PEPFAR Field Monitors office
  • Manage office supplies stock and place orders in close collaboration with the Senior Operations Manager
  • Collect approved invoices from team and other service providers and submit to finance for processing
  • Prepare travel advances and process travel expense reports and work with PEPFAR Field Monitors to resolve accounting related issues
  • Develop and manage budgets for events, conferences, workshops and any other activities
  • Ensure all inventory for events is properly tagged and recorded in the inventory records
  • Assist with reporting on the collaboration, learning, and performance improvement indicators and provide input to implementation of ULA' s plan
  • Organize a filing system for important and confidential PEPFAR Field Monitors’ documents
  • Contribute to the preparation of the project’s quarterly progress reports – component of PEPFAR Field Monitors
  • Perform other program support tasks as may arise

Qualifications

  • A Bachelor’s degree in finance, administration, or related area (e.g., accounting, management, or compliance)
  • The candidate should have at least two years of experience and be skilled in USAID’s policies and procedures regarding procurement
  • Ability to work independently, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment
  • Strong computer skills, including advanced proficiency with Microsoft Excel spreadsheets, email, the Internet and Microsoft Windows applications
  • Strong management skills and excellent interpersonal communication skills
  • Excellent English language skills, both verbal and written
  • Proven work experience as an Administrative Officer, Administrator or similar role
  • Solid knowledge of office procedures
  • Strong organization skills with a problem-solving attitude
  • Strong attention to detail
