ROLE OVERVIEW 

Reporting to the CEO - Uganda

The incumbent will be responsible for delivering accurate and business-oriented legal advice to the business, contract management and enforcement, Legal compliance management of the business,  overseeing the regulatory process and compliance of business products and services, stakeholder management, dispute resolution management, preparing quarterly and annual reports to the regulator,  review and drafts correspondence, undertaking Legal and Regulatory research.

KEY RESPONSIBILITIES 

LEGAL ADVICE TO THE BUSINESS: 

  • Researches or contributes to country legal matters in various areas i.e. Uganda Gazette  notices, new case law, periodicals, statutes, and regulations
  • Assists to prepare legal advisory papers to the board, Executive Committee, and heads of  departments
  • Meets different departments and discusses regulatory concerns from their operations and  advise on the legal implications
  • Receives and reviews issues, documents, and agreements from user departments, customers,  contractors, service providers, and third parties; and provides advice on any legal  issues/implications

CONTRACT MANAGEMENT: 

  • Receives the context of the proposed agreements from line departments for expert advice
  • Establishes the legal implications arising from agreements between the company and third-party
  • Reviews draft agreements drafted by legal advisors and shares with the relevant line departments
  • Participates in negotiation discussions on standard contracts Ensures that the legal advisor (third party authorized mandates) circulates the final agreements for  signing by the relevant signatories, dates, and copies filed
  • Prepares contract variations, amendments, extensions, and renewals
  • Advises on performance indicators and risk aspects of various contracts
  • Researches and provides preliminary advice on legal matters facing the business

COMPLIANCE: 

  • Develops and actively tracks compliance register for all statutory requirements
  • Monitors and tracks interactions with the regulator and governmental agencies e.g. application for  licenses, approvals, returns, etc
  • Directs the preparation and submission of regulatory agency applications, reports and  correspondence in liaison with relevant departmental heads
  • Reviews all regulatory agency submission materials to ensure adherence to timelines, accuracy,  comprehensiveness, or compliance with regulatory standards
  • Provides regulatory guidance to departments or development project teams regarding design,  development, evaluation, or marketing of products

STAKEHOLDER MANAGEMENT: 

  • Participates in and attends relevant Telecom events and those of external partners to share and  disseminate policy insights and lessons
  • Assists in Responses to legal queries in respect of the company’s general public, special interest  groups, and other components of the firm’s stakeholder ecosystem
  • Collects and communicates public information that may give the company a strategic advantage
  • Monitors and tracks responses to regulatory agencies and governmental authorities regarding all  matters of interest or raised
  • Monitor publications and gazette notices and track responses as may be required from the public

DISPUTE RESOLUTION MANAGEMENT: 

  • Attends court appearances as company representatives when needed
  • Assists in issuing opinions; negotiate; identifies and prepares documentation and witnesses;  proposed settlements discusses legal strategy where legal proceedings are instituted by or against  the company
  • Advises business on legal matters to avoid litigation through constant interaction with all units
  • Participates in the conciliatory process to avoid litigation
  • Manages the overdue debt collection process for the company in liaison with the finance  department

QUALIFICATIONS 

The ideal candidate must possess the following:

  • A University Degree in Law (LLB) - Essential
  • LLM or MBA an added advantage - Desirable
  • Professional qualification/certification in Law (advocates/Counsel training) - Essential

EXPERIENCE 

  •  At least 3 years post-admission experience in a busy law firm or multi-jurisdictional corporate – Essential
  • Experience in telecoms or other related industries - Desirable
