Under the guidance of the Programs Coordinator, and Grants Manager, the Learning & Innovation Coordinator is responsible for overall coordination and harmonization & development of all Livelihoods, Peace, and Protection activities under the Project “Cross Border Opportunities for Migration, Peace and Self Sustenance” (COMPASS). The L&I coordinator is based in the Lamwo Sub-Program, but will be required to travel to South Sudan (Magwi, Torit, Ikwatos) to support the documentation of the innovation and learning for the cross-border project with the partners He/she will be required to enhance the self-reliance of displaced populations and ease pressure on host communities, with innovative and integrated cross-border programming underpinning learning for more effective approaches while coordinating with donors, governmental officials, and South Sudan partner agencies i.e. LWF South Sudan & Community Development Support Services (CDSS).

Main Duties and Responsibilities:
• Project Implementation:
• Lead strategic discussions with the subgrantee (Makerere university) on internal and cross-border learning, ensuring that learning objectives and plans are aligned with the wider outcome matrix of the UNOPS/EU-funded Lives in Dignity (LiD) project.
• Lead the learning program within the project to ensure the learnings are documented, reported, and replicated within the project and across other projects in LWF.
• Contribute to the development of Key Performance Indicators to support the assessment of the quality and impact of interventions.
• Adapts plans and sets team goals to meet objectives set by the research partner (Makerere University CHASE I)
• Understands current trends and integrates industry best practices into own team to improve efficiency and effectiveness toward achieving project goals
• Analyze project data and metrics to diagnose gaps, identify opportunities and implement change to ensure displacement and cross-border oriented program impact is relevant and delivered in the most efficient and effective manner
• Provide technical support in logical framework development, appropriate indicators, project proposals and budgeting development, and project narratives in line with donor requirements.
• Conduct continuous participatory market surveys and assessments, risks, and capacities, to inform programming including identification of innovative responses across sectors including tailored skills building for youth.
• Project Planning;
• Ensure that the Project has approved work plans and budgets for every proposed activity and that these plans are submitted on time.
• Ensure the effective implementation of the multi-sector project activities, personnel, and administrative management systems, including policies and procedures for the project amongst all partners;
• Financial management / Budget Monitoring & Control:
• Liaise with finance to develop accurate annual budgets forecasts and budget reviews for the project according to the standards of the donor;
• Keep track of all project expenditures and ensure that project activities are implemented within assigned budgets;
• Review monthly financial management reports to track expenditures and provide feedback to the Subprogram Accountant and Project officers.
• Ensuring that the financial implications of plans are fully considered and reflected in regular briefs to the program coordinator and the project steering committee.
• Partnership and Coordination management
• Maintain good working partnerships and good communication with the consortium’s project donor, government, and other partners.
• Build and maintain a partnership with local actors including local governance structures that implement Livelihood, Peace, and Protection Interventions in emergencies program;
• In collaboration with the relevant stakeholders, organize monthly project review meetings together with implementing partners both in Uganda & South Sudan to discuss progress and challenges so that appropriate recommendations are operationalized.
• Organize quarterly steering committee meetings to ensure proper project oversight.
• Project Monitoring, Evaluation, and Reporting:
• Liaise with M&E for implementation of a robust M&E system to monitor project performance and ensure an appropriate level of accountability;
• Ensure that proper project mapping is done & information shared on time
• Liaise with the M&E unit in the development of tools and ensure effective deployment and use of those tools.
• Coordinates all aspects of monitoring and reporting on the project including maintenance of the project database
• Takes the lead in designing, conducting, and coordinating baselines, mid-term evaluations, end-line evaluations, performance quality audits, and annual reviews for livelihood interventions.
• Takes the lead in consolidating project reports as required by the donor
• Systematic implementation of monitoring and evaluation (M&E) systems should aim to increase the quality of the LWF emergency response over time and ensure an appropriate level of accountability;
• Other.
• Undertake any other duties and responsibilities as assigned by the line manager.

Education, Experience, Skills & Technical Competencies
• A Master’s Degree in Gender Studies, Social Work, International Relations, Conflict transformation, Development studies, or related discipline.
• A bachelor’s degree will be acceptable only if the candidate can demonstrate sufficient experience in cross-border programming (to support people affected by displacement) Livelihoods and Protection intervention in conflict settings.
• At least eight years of experience working on Livelihoods and Protection issues in humanitarian contexts, including experience in field-level management of complex humanitarian response, resilience, and recovery programs; and all phases of the project/program cycle.
• Proven experience of successful capacity-building of humanitarian field staff and partners on gender and protection concepts, theory, and practice.
• Good analytical skills, aptitude to motivate people to co-create innovative solutions, and a firm understanding of cross-border operations.
