Program Background
The Agrifood System Transformation for Youth Employment (ASTYE) Uganda program
ASTYE is a 5-year transformative initiative designed to enable dignified and fulfilling work opportunities primarily for financially disadvantaged young women, refugees, and vulnerable groups by addressing structural barriers in Uganda's Agrifood system. Aligned with Uganda’s Vision 2040, the National Development Plan and Government of Uganda Agriculture Value Chain Development Strategy, the program will contribute to national efforts toward poverty alleviation, economic growth, as well food and nutrition security. Additionally, ASTYE is part of the Mastercard Foundation’s Young Africa Works strategy in Uganda, which aims to empower 4.3 million young Ugandans, particularly young women, by addressing structural barriers to employment and providing them with the skills and resources to succeed.
Specifically, GOAL will implement component one to reach 500,000 financially disadvantaged young people, with 456,000 transiting into work and 336,000 securing dignified and fulfilling work. As the program is young women-centric, 80% of the total outreach target will be young women within Uganda's agrifood ecosystem. Furthermore, 5% of the total youth in work target will be refugees, and another 5% will be people with disabilities.
General Description of the Role
The IT officer will be responsible for supporting networks, databases and systems, updating system hardware and software, troubleshooting for system errors, and assisting team members in supporting all data security and optimization.
The key responsibilities of the role will be:
Mobile/PC
- Primary contact for Mobile/Tablet issues – hardware and software.
- Coordination with field staff - Mobile/PC Usability, features, issues, feedback.
- Keep track of problems and repairs-log all tasks performed
- Windows and Android configuration – User, Admin, security
- Test and implement mobile/tablet/PC/Printer/Scanner set up, configuration, troubleshooting, and maintenance standards for use in the organization.
- Test and implement mobile/tablet management MDM for the organization.
Service
- Set up equipment for new users and employees.
- Provide helpdesk and technical support either by phone, remote access, or site visits
- Advanced Hardware and software troubleshooting skills a must have-Know his/her way around laptop hardware, software applications, operating systems.
- Hardware and software installations and upgrades.
- Performing regular preventive maintenance on the organization PCs.
- Facilitating the sharing of files & performing backups
- staff training in IT related matters in line with the GOAL Policy
- Keeping an up-to-date IT database
- Liaison with head Office on IT-related matters.
- Anti-Virus Systems are up to date
- Provide helpdesk and technical support either by phone, remote access, or site visits
Special Projects
- Object-Oriented programming preferable knowledge in Java, Python, or R
- Ticketing- log IT issues encountered and follow-up for ticket resolution and closure within stipulated timelines.
- User training on MS 365 Suite
Networks
- Network monitoring, troubleshooting, maintenance and provision of weekly network reports
- Participate in ITO documentation including network diagrams and network processes
- implement and oversee network devices configuration and periodic backup plan and restoration when needed.
Job Level Specifications
Essential Criteria
- Bachelor's Degree in Computer Science, Information Technology
- Industry certification in CCNA
- Minimum 3 years’ experience in an information technology role.
- Experience working with network and server management support.
Desirable Criteria
- Working knowledge of systems procurement and requisitions for low-cost items.
- Working knowledge with Remote desktop management, Familiarity with a range of computer languages and development paradigms.
- Basic knowledge of electronics (computer repairs)
- Basic understanding database setup skills using MSSQL, MySQL for roster system configuration desirable
- Previous experience in training

General Description of the Country Programme

GOAL Uganda mainstreams gender, child protection, social behavior changes and resilience strategies across all programming. GOAL Uganda has a skilled team of over 110 personnel and has a head office in Kampala and field offices in 7 locations across Northern, Southwestern and Eastern regions of Uganda.
